In order to coordinate work, regular meetings and weekly Site meetings will be held by the Contractor, with the participation of the PM, persons on behalf of the NIs which to be determined by the PM and other team members, as defined in this section.

It is the Contractor's responsibility to invite to the aforesaid meeting, as instructed by the PM, subcontractors and suppliers of equipment and/or materials that, in the opinion of the PM are necessary in order to coordinate production, supply and operational activities.
The Contractor, subcontractors and all of his qualified employees, who have technical and managerial positions are required to participate in the various coordination meetings, at the dates specified and for as long required by the PM.
In addition and without detracting for that stated in this section, the Contractor will conduct meetings as required by the QAP and HSP and other disciplines stated in the Contract Volumes related to this topic. The PM should be notified to all meetings scheduled.
22 PM's offices, Contractor's offices, storerooms and employees' office environment
The Contractor will himself choose one or more offices area where amongst other things required by the Contractor to establish will be the PM offices as defined below. At the same time, let it be understood by the Contractor that the location of offices will first be approved by NI and that NI is not obligated to accept the Contractor's offices proposal as presented to him. In the event that, as work progresses, the Contractor is forced to relocate the offices, this will be facilitated according to the directions of the NI and/or the PM.
All payments incurred as a result of construction the offices according to this section shall be solely borne by the Contractor (fees, taxes and levies etc.), and all costs associated with preparations, including temporary roads and pathways, fencing, security etc. shall be entirely and solely on the Contractor responsibility.
Let there be no doubt, the Contractor is required to pay in full all sums relating to the use of the offices area, to the owners of the land unless stated otherwise.
a. The Contractor shall provide and maintain a Project Site office, for the PM and PM's staff - inspectors, QA manager, designers, consultants etc., for the entire duration of the Project or until the PM directs that the office is no longer required.
b. All licenses, approvals, authorizations or payment if required by Law for the erection of the office buildings are the responsibility of the Contractor and at his expense.
c. Project Site office will establish at a location to be determined by the PM and according to his detailed demands and instructions, suitable for all office work buildings. There is no objection to the PM's office being situated next to the Contractor's office on condition that it is a completely separate office unit.
d. The Contractor is required to prepare, adjacent to the PM's offices, a paved parking area for the sole use of the PM or PM's staff and his guests that is large enough for no less than 20 cars. Every parking space will be sign attesting to the nature and use of the parking space.
e. The PM's office buildings must be safely and separate accessible by both pedestrian and vehicular traffic.

f. The aforementioned PM's office buildings and its adjacent parking area will be set up and delivered to the PM for his use no more than 30 calendar days from the date of the Commencement Orders issuance.
g. The Contractor shall furnish an office space that will provide for the following:
1. Office buildings to be established at AC Site WB, HB Site WB and HK Site WB, as follows:

Site inspector's office- min 15sqm (net area) NI's representative's office- min 10sqm (net area)

Man's dressing room- min 15sqm (net area) including 30 construction safety kits.
Woman's dressing room- min 10sqm (net area) including 10 construction safety kits.
2. Office buildings, for Gilon-tunnels Site WB, as follows: PM's office- min 20sqm (net area)
Site inspector's office- min 15sqm (net area)

3. Sealed windows plus blinds and doors with a reliable locking mechanism.
4. On the door of the offices there will be a sign attesting to the nature and use of the office.
5. Each building will be plastered and painted or covered with another decorative coating. In the case of a mobile building, thermal insulation will be used between the coating and the walls and ceiling. The floors will be covered with 20/20 terrazzo floor tiles or equivalent tiles.
6. Air conditioning system used for ventilation, cooling and heating, approved by air conditioning advisor, will be installed in each building. It will adjust to weather conditions, type of structure, building size and its use.
7. An electrical system, sufficient for the regular operation of the offices will be installed. This will include lighting points and fluorescent lighting and installation to the wall and in sufficient quantities and strength that will allow for proper and efficient usage. The entire facility will be connected to a standard foundation grounding systems and will be equipped with a residual-current circuit breaker. Installation, operation and maintenance costs for the electrical installations, including expenses relating to replacing light bulbs and fluorescents and electricity consumption will be covered by the Contractor
8. The office building will be connected to the municipal water and sewage system. Installation, operation and maintenance costs for the water and sewage system and water consumption will be covered by the Contractor
h. The Contractor shall provide and furnish the following furniture:
1. The furniture, working equipment and peripherals including, maintenance for the entire Project period, will be purchased by the Contractor at his expense according to acceptable standard and to PM's satisfaction.
2. Each office will include the following items (excluding QA manager's and SA inspectors office):
Office desk - 140/70 cm minimum size, angled corner with 5 drawers and document cabinet;
Laser multifunction printer cabinet;
1 executive orthopedic chair with armrests and ball bearings at legs and 2 office chairs for use in each office;
2 lockable, metal filing cabinets for the storage of files and documents; Corkboard wall & push pin adapted for plans display;
Magnetic dry erase whiteboard (min 120/180) & accessories (marker, cleaner, magnets) adapted for plans display;
Office equipment for each office including a scale ruler, pocket calculator, stapler with staples, pencil sharpener, scissors, paper clips, adhesive tape

Smart 56 inches plasma TV & accessories needed for video conference call (camera, internet connection, audio, microphones etc.)
5. Kitchenette and dining room:
Kitchen marble surface min 1.5 m, kitchen sink, refrigerator min 300L, microwave, toaster oven, cabinet dishes, electric stove, wiping paper and stand, washing dishes material and equipment, hand soap, electric kettle, water dispensers (hot and cold water), dining roundtable and 6 chairs. Instant coffee, coffee and sugar supply.
i. The Contractor shall provide and furnish the following equipment:
Centralized phone system, telephone lines and outlets sufficient to serve each telephone, fax, and provide service in each room except restrooms and

kitchenette. Each fax machine in each room shall have a separate telephone number;
A one-touch telephone with speaker phone capabilities for each desk, and meeting room;
Two (2) digital cameras equivalent to Casio QV3500 or equivalent;
Smartphone - to supply each Site (AC, HB and HK) PM and inspectors, 3 for each 3 Sites connected and ready for use mobiles phones to the PM and the inspectors. Smartphone functions should include outlook task synchronization and internet access;
Supply of 15 disk on keys, "SanDisk cruzer blade USB flash drive" 16 GB or equivalent;
Supply and installation of photocopier (A4,A3), Konica Minolta – Ineo 203 model or equivalent, including maintenance and service for all hardware and software for the duration of operations;

83 1. Equipment and furniture:
The Contractor shall provide and furnish all maintenance materials such as toners for the fax machines and copiers and shall provide maintenance service agreements for the Project Site office and equipment mentioned above, i.e. fax machines and copiers, for the duration of construction work. The Contractor shall provide janitorial and other maintenance services for
the Project Site office. Such services shall include the supply of the appropriate paper products and dispensers.
The Contractor shall maintain and pay for all utilities and services required by the Project Site office for the duration of construction work.
2. Building:
The entire building will be kept in a clean and tidy state.
The Contractor will be responsible for the regular, daily cleaning of the building. Trash receptacles shall be provided and emptied by the Contractor on a daily basis. The trash shall be removed from the Project Site office and be disposed of properly.
Consumable materials will be replaced and supplied regularly by the Contractor.
k. WB insurance, guard and security:
The Contractor is required to insure the aforementioned building including the contents for the entire Project period, all in accordance with the provisions of the Contract. The contactor shall also provide and maintain for the execution and completion of the works any type of insurance typically required to protect the tenants of the premises. This coverage shall include, but is not limited to, fire, personal property, personal and commercial liability and earthquake protection. The Contractor shall submit to the PM, for review and approval, proof of insurance within (30) calendar days from start of work orders issuance.
The Contractor will provide replacement furniture and equipment immediately in the event of theft or loss of the aforementioned furniture and equipment in full or in part. The replacement furniture and equipment will be identical to the stolen or lost furniture and equipment.
During the execution of the works, the Contractor shall maintain at his own cost all lights, guards, fencing and watching and where necessary or required by the PM or by the Relevant Authorities for the protection of the material and equipment.
l. The Contractor will construct, at his expense, at another location in each Site WB, a suitable storage facility for the storage of materials, tools and other devices needed for operations. Min storage facilities and services that the Contractor must provide on the Site:

Wooden posts for steel reinforcement rods. Storage facilities for the storage of materials.
Allocating of area for NC working directly for the NI as required in plans or any other Contract Volume.
m. Contractor QA and QC facilities (to each of the 3 railways line):
The Contractor is required to detail what facilities he will require to deliver QA and QC and what he will be providing.
As a minimum the Contractor must detail the standard office, desk space, and computer and administration requirements he will provide. Also detailing numbers of personnel, vehicle and welfare (toilets, kitchens etc.) requirements.
Irrespective of what is written in the QAP, it is expected that the Contractor will explain clearly what facilities will be made available for all aspects of QA/QC and their associated personnel throughout the lifecycle of the Project to ensure that they deliver exactly what has been contractually agreed.
n. It is possible that, during the work, the Contractor will need to relocate, within the Site area, the temporary building in their entirety and including their connection to municipal systems in order that they are suitable, in their new location and in accordance with the instructions of the PM. This will be facilitated with no additional payment and will be included in the various unit prices in the BOQ.
o. Upon completion of work according to the Contract, the Contractor will fill all holes. The Contractor will dismantle or demolish and remove, at his expense, the PMs building (if approved) and the Contractor's building including all equipment, the storage facility, the toilets and the building used as a dining room for employees and remove them from the Site WB. All the equipment provided or purchased for the use of the PM will be returned to the Contractor.
p. The Contractor must allow free and unrestricted access to the area of the aforementioned offices and storage facility to pedestrians and vehicles during execution of work.
Special arrangement must be made with the PM or PM's staff for access beyond the normal workday, on weekends or holidays
The Contractor's employees will be permitted access only to those areas necessary for the performance of contractual work. Under no circumstances are the Contractor's employees allowed to tour or roam around the PM's offices or to enter areas not necessary for the performance
q. The aforementioned building and equipment will be the property of the Contractor. This section will not be paid separately and will be includes in unit prices of the various sections in the BOQ - it is stressed that there will be no additional payment for this.

23 Contractors design and planning services 23.1 General
This section will be valid only if specifically stated in this chapter and in the special specifications or the BOQ that it is the responsibility of the Contractor to also provide planning for certain subjects.
For certain subjects, defined in the specifications or the BOQ, the Contractor is required to provide a detailed plan prepared by qualified designers of the works or the various elements defined therein.
