8. Introducción al currículum

8.2. Modelos clásicos de conceptualización curricular

14.1.1 The DSC shall order the provision of distribution services by submitting to the DSC a Single Distribution Order (SDO).

14.1.2 The DSC may contract the distribution service by submitting the Aggregated Request containing a number of SDOs.

14.1.3 In the SDO the DSC shall indicate the distribution zone of selected entry point(s), to which gas fuel will be delivered and the exit point of the distribution system, to which the distribution service is to be provided by the DSO.

14.1.4 The DSC shall file the SDO to the DSO using the applicable form. The SDO application form is available from the DSO’s website.

14.1.5 In the content of the SDO the DSC shall made a statement to the effect that the delivery of gas fuel is ensured to the entry point(s) to the distribution zone.

14.1.6 At the request of the DSO, submitted at any time, the DSC must submit a document confirming that the supply of gas fuel is ensured to the entry point. A document confirming the above is in particular an extract of the supply contract, contract of sale, contracts for the provision of transmission services, the promise of the contract, the preliminary contract or any other document, from the contents of which such assurance is clear. The scope of the data required by the DSO in the extract will be indicated in the request.

14.1.7 The extract of the contract referred to in 14.1.6 should include a statement by the persons authorised to represent the entity to the effect that the data contained therein are consistent with the contract entered into by the entity.

14.2

SDO qualification

14.2.1 The following SDO categories are distinguished: SDO type R (SDOR), SDO type S (SDOS).

capacity and the amount of gas fuel supplied (WR points). SDOR specifies in particular the contractual capacity and the amount of gas fuel at the exit point. A single or multiple SDORs may be submitted for a WR exit point. In this case, the settlement of distribution services is determined on the basis of allocation to individual SDORs pursuant to 21.

14.2.3 SDOS is applied to the exit points settled on the basis of ordered contractual capacity and the amount of consumed gas fuel (WR points). SDOR specifies in particular the amount of consumed gas fuel from the exit point. Only one SDOR may be submitted for a WS point.

14.2.4 Qualification to a specific SDOR or SDOS type is separate for each exit point based on the contractual capacity and the gas fuel pressure.

14.2.5 An order concerning the exit point, at which the gas pressure is not higher than 0.5 MPa is classified according to the following table:

14.2.6 An order concerning the exit point, at which the gas pressure is not higher than 0.5 MPa, is classified as SDOR.

14.3

SDO Processing

14.3.1 The DSO processes SDOs taking into account: 14.3.1.1 compliance with applicable laws,

14.3.1.2 DSC’s compliance with the conditions referred to in 13.3 - 13.4.1. 14.3.2 The processing of SDOs is performed in two stages: 14.3.2.1 Stage 1 - formal verification,

14.3.2.2 Stage 2 - substantive verification.

14.3.3 The formal verification stage involves the examination of compliance of data and information contained in the SDO and the accompanying documents with formal requirements relating thereto (i.e. completeness and correctness of the data and documents).

14.3.4 If the SDO fails to meet the formal requirements or if errors or omissions are present in the SDO, no later than 7 working days from the date of receipt of the SDO, the DSO shall request the DSC to submit a correctly completed SDO or supplement the SDO by submitting the required documents and information within 7 days working from the date of service of the request.

14.3.5 If the DSC fails to send a correctly completed or supplemented SDO within the time referred to in 14.3.4, the SDO shall not be processed.

14.3.6 At the substantive verification stage of the SDO the DSO assesses whether the technical conditions specified in 13.3 are met, in particular whether there are technical possibilities to provide the requested services at the entry and exit points indicated in the SDO.

14.3.7 Within 7 days of the submission of a correctly completed and complete SDO, the DSO shall notify the DSC of its acceptance, rejection or refusal to provide the distribution services. If the SDO is accepted, the DSO shall notify the DSC of the obligation to submit nominations for the points covered by the SDO of the DSC concerned.

14.3.8 The SDO may be rejected, if it fails to meet the terms and conditions for the provision of the distribution services referred to in 13.3 - 13.4. Examination of the SDO may be suspended until after the DSO is provided with documents referred to in 14.1.6. If the SDO, which has not been approved for implementation, had an impact on the consideration of other SDOs, the DSO will examine them again in accordance with the applicable terms and conditions.

14.3.9 The SDO shall be valid from the date indicated in the body of the SDO, however not earlier than at the time of installation of the metering device.

14.3.10The SDO shall be valid until the time of completion of the delivery of gas fuel under the SDO, however not later than at the time of removal of the metering device. The SDO shall also be valid in the period of suspension of the delivery of gas fuel pursuant to 14.7.

14.4

Refusal to provide distribution services

14.4.1 The DSO may refuse to provide the distribution contract in each of the following cases:

14.4.1.1 non-compliance with the technical conditions referred to in 13.2 or the financial conditions referred to in 13.4.1.

14.4.1.2 as provided by law, in particular when rendering a service to the DSC may impair the reliability of supply and the quality of gas fuels below the level specified in separate regulations and cause unfavourable changes of prices or rates of fees for the supply of gas fuels and the scope of their supply to the Customers connected to the network, as well as prevent the DSO's fulfilment of obligations duties regarding the protection of Customers’ interest and the protection of environment.

14.5

The rules for determining and changing the contractual capacity ordered under the SDO

14.5.1 The rules for determining and changing the contractual capacity for the exit points are specified in the tariff.

14.5.2 Changing the contractual capacity specified in the SDO at the exit point follows the same procedure as the submission of the SDO or the AR.

14.5.3 Requested contractual capacity must be within the measuring range of the metering system installed at the exit point.

14.6

The contractual capacity ordered by the DSC should be consistent with contractual capacity

specified in the contract concluded by the DSC and the Customer (master agreement).

14.7

Suspension and resumption of the supply of gas fuel to the exit

point under the SDO

14.7.1 The delivery of gas fuel by the DSO is suspended or resumed as part of the distribution services under the order issued by the DSC to suspend or resume the delivery of gas fuel to the exit point, subject to applicable laws.

14.7.2 In the order referred to in 14.7.1 the DSC shall determine: 14.7.2.1 the exit point to which the order applies,

14.7.2.2 the date of execution of the order, subject to 14.7.4,

14.7.2.3 the type of the order (suspension or resumption of the delivery)

14.7.3 Before submitting the order to suspend the delivery of gas fuel to the exit point, the DSC shall fufill all legal requirements with respect to the Customer, as set out in the Energy Law.

14.7.4 The DSC shall provide the order to suspend the delivery of gas fuel no later than 2 working days prior to the date indicated in the order to suspend the delivery of gas fuel.

14.7.5 The DSO shall fulfil the order to suspend the delivery of gas fuel no later than 5 working days from to the date indicated in the order to suspend the delivery of gas fuel and immediately provide the information on the fulfilment of the order. 14.7.6 If the DSO, despite the best endeavours and using legally available means possible

to apply, within the period specified in 14.7.5 is unable to execute the order, he shall immediately notify the DSC thereof.

14.7.7 Immediately, however not later than within 3 working days after receipt of the order from the DSC to resume the delivery of gas fuel, the DSO shall agree with the Customer on the date to resume the delivery of gas fuel and resume delivering gas fuel to the exit point at the agreed time.

14.7.8 Service charges for suspending and resuming the delivery of gas fuel upon the order of DSC shall be paid by the DSC, in the amount specified in the tariff.
