AECOM Tim Palermo, AICP has over eighteen years of urban transportation planning expertise with specific project management experience in a diverse range of projects that recognize and respond to the relationship between public investment and private development. His experience in transportation planning includes extensive knowledge of adequate public facilities planning, development impact studies, and the development of facilitative community involvement strategies.
He has prepared over 75 transportation impact studies for private clients. His experience transportation impact evaluation includes: concurrency analysis, analysis and mitigation strategies for Developments of Regional Impact, alternative transportation impact fee studies, access studies, parking demand analysis, and multi- mode quality of service analysis.
Mr. Palermo’s project management experience in transportation planning includes: alternatives analysis, development impact review, general transit planning, preparation and administration of effective community involvement strategies, and the development of planning strategies for livable transportation and land use at the regional and local levels. Recently, he assisted in updating Osceola County’s land development and zoning regulations to ensure transit-supportive development within activity centers associated with new commuter rail stations.
TRANSPORTATION AND LAND USE PLANNING FOR LIVABLE COMMUNITIES Mr. Palermo has served as project manager for local governments, regional agencies and nongovernmental organizations interested in developing the public policies and design plans needed to achieve community goals often associated with the smart growth movement. Project of this type include:
FDOT District Four Mobility Hub Development Pilot Project (currently underway).
Led initial steps towards implementation of a Broward County Mobility Hub pilot as envisioned in the Broward MPO Long-Range Transportation Plan. Working in collaboration with the FDOT, Broward MPO, Broward County Transit, county and municipal governments a methodology was developed to screen 23 candidate sites.
Smart Choices: Transit-Supportive Development Guidebook in Kansas City. This
guidebook was specifically designed to assist elected officials and planning staff members interested in the leveraging the link between transit and land use planning to achieve transit-supportive development. The guidebook utilized prototype master plans to communicate transit-supportive development principles within a diverse range of Kansas City regional contexts. For this project, Mr. Palermo performed a detailed review of whether or not local codes and standards encouraged, supported or impeded implementation of each transit-supportive master plan.
HART Northeast and West Corridor Alternatives Analysis. Mr. Palermo conducted
technical analysis and drafted narrative to assist the HART board in the selection of a locally preferred mode and alignment. The analysis also included a detailed evaluation of local government land development regulations which supported and encouraged transit-supportive development which was used to support documentation of transit- supportive land use policies in accordance with FTA project justification guidance.

Towards Better Places: The Community Character Plan for Collier County, Florida. Mr. Palermo was the team Project Manager for developing the community
mobility strategy for this award-winning plan. The core mobility strategy was developed over the course of a ten-day, on-site design charrette in which over 500 persons participated.
Coulee Visions: Creating Quality Choices for the La Crosse Region, La Crosse, Wisconsin. Coulee Visions is the land use and transportation planning outreach
program that Mr. Palermo prepared for the La Crosse Area Planning Committee (La Crosse’s MPO). Coulee Visions is more than simply a program to educate citizens about planning and smart growth. The program is also intended to serve as an example of how community plans can be developed. The prototype development scenarios contained in the program workbook were developed in collaboration with local citizens through a participatory process which included community preferences for the region’s unique “town and country” character. The resulting program is now an important part of the MPO’s community outreach program and serves as the guiding framework for new transportation investment.
CORRIDOR PLANNING
Central Florida Light Rail Transit System Orange County, Florida. Mr. Palermo
assisted in coordinating community stakeholder relations; preparing station area land use analyses, and in the development of evaluation criteria for FTA reviews in its new starts program. For this project, Mr. Palermo presented project overviews to over a dozen local civic groups.
FDOT District Five, State Road 415 PD&E Study: Alternative Land Use Scenarios, Volusia County, Florida. Mr. Palermo helped develop three future land use strategies
for the study corridor. The selected alternative was used to assist the project development team in selecting a low-build, context-sensitive design solution that supports the rural character associated with the corridor.
Alachua County Corridor Design Manual, Alachua County Florida. As Project
Manager for a general planning services contract, Mr. Palermo managed the preparation of a Corridor Design Manual for Alachua County. The manual provides a framework to guide future roadway design and corridor development in Alachua County to support the goals of the Comprehensive Plan and takes a broad view of transportation investments, providing tools by which to develop a safe, reliable multimodal transportation network that supports the character of the community.
