5.1.2 PLAN DE MANEJO DE HIDROCARBUROS Y QUÍMICOS
WHEREAS, the McHenry County Government Center and Jail rely on multiple Mechanical,
Electrical and Mechanical systems to provide services to the occupants of these buildings; and
WHEREAS, the renovation and or replacement of targeted MEP components was included in the
2021 budget; and
WHEREAS, the McHenry County Board desires to replace or restore these select components;
and
WHEREAS, in accordance withthe McHenry County Purchasing Ordinance, the Purchasing
Department issued Bid #20-59 to solicit bids for the replacement of the domestic hot water system; and
WHEREAS, the bid submitted by Jensen’s Plumbing and Heating of Woodstock, IL, for the lump
sum amount of $161,200 has been reviewed, found to be incompliance with the specifications and is jointly recommended for acceptance by the Director of Facilities Management and the Director of Purchasing; and
WHEREAS, the total requested budget of $520,000 for the domestic hot water heater
replacement and the targeted replacement or renovation of equipment and systems, and a 10%
contingency as outlined in the attached project investment summary document is reflected in the current year budget under the financial dimension 607000-60-90-9000-400; and
WHEREAS, the Administrative Services and Finance & Audit Committees have reviewed the said
request.
NOW, THEREFORE BE IT RESOLVED, by this County Board of McHenry County, Illinois that it
hereby authorizes the commencement of the Government Center targeted MEP renovation project budget; and
BE IT FURTHER RESOLVED, by this County Board of McHenry County, Illinois that the
Chairman of the Board is also herby authorized to accept the bid and enter into a contract with Jensen’s Plumbing and Heating of Woodstock, IL, in accordance with their submitted bid (attached hereto and made part hereof as Exhibit A) in an amount not to exceed $161,200;and
BE IT FURTHER RESOLVED, that the Director of Facilities Management is hereby authorized to
approve changes and/or change orders as may reasonably be necessary to keep the project on schedule and as intended so long as the aggregate total project cost does not exceed the approved project budget; and
BE IT FURTHER RESOLVED, that the County Clerk is hereby authorized to distribute a certified
copy of this Resolution to the Director of Facilities Management; the Director of Purchasing; the County Auditor; the Deputy County Administrator; the Chief Financial Officer; and the County Administrator.

SUBJECT: Resolution Authorizing the Establishment of a 2021 Mechanical, Electrical and Mechanical Replacement & Renovation Budget and the Acceptance of a Bid from Jensen's Plumbing and Heating of Woodstock, IL for the Replacement of the Domestic Hot Water Heating System Serving the Judicial Center and Jail
Board / Committee Action Requested: Authorizing a contract with Jensen’s Plumbing and
Heating of Woodstock, IL, to supply and install a new domestic hot water heating system serving the Jail and Courthouse and to approve a budget to rehabilitate select Mechanical, Electrical and Plumbing (MEP) systems that serve the Courthouse and Jail.
Background and Discussion: The Government Center and Jail are served by MEP systems that deliver heating, cooling, electrical and plumbing services. In order to help prevent
unplanned equipment failure, which would disrupt Court and Jail activates, Facilities
Management has identified certain system components that should be replaced due to their age and condition. Among these components are;
The domestic hot water heating system
Condensing units, coils and piping
Electrical components within switch gear
Motors, shafts and bearings that are part of air handling equipment
Air Handling equipment lining
Valves that control flow rates various heating and cooling coils
While this group of equipment is not comprehensive, it does constitute what we believe to be the most pressing components needing replacement or renovation at this time. Rather than attempt to bundle all of these components under one bid, we decided to break the pricing into logical sub components beginning with the Domestic Hot Water Heater replacement.
Working with Grumman Butkus, a MEP design firm, plans and specifications were drafted. The Purchasing Department published Bid #20-59 and it was sent to multiple potential bidders and published on the web, five (5) responses were received, four of which were both responsive and responsible. In consideration of the bid amount, Jensen’s Plumbing and Heating of Woodstock, IL, has been deemed to be the lowest responsive, responsible bidder with a lump sum bid amount of $161,200.

Because of the nature of renovation work, the possibility of unexpected conditions should be anticipated; therefore,it is recommended that a 10% contingency be established. The total requested MEP project budget is estimated to be $520,000 and is shown in the 2021 Capital Plan and is reflected in the current FY21 budget. The makeup of this budget is outlined in the attached project investment summary.
We are currently working on drafting the plans and specifications to bid the condensing equipment and will bring a resolution forward once this has been bid.
Impact on Human Resources: Facilities Management staff will be tasked with the management and oversight of this project.
Impact on Budget (Revenue; Expenses, Fringe Benefits):Funding for this project is included in the FY21 Budget, Capital Improvement Fund, under 607000-60-90-9000-400.
Impact on Capital Expenditures: This is considered a capital expense and will be added to the total cost of the Government Center Building Envelope Rehabilitation Project on the County's book of record.
Impact on Physical Space: This project will replace aging MEP equipment serving the Courthouse and Jail.
Impact on Other County Departments or Outside Agencies: Will help minimize service interruptions to the Courthouse and Jail.
Conformity to Board Ordinances, Policies and Strategic Plan: The Government Center Building Envelope Rehabilitation project aligns with the 2017-2020 Strategic Plan, Quality Infrastructure Goal 4, Evaluate facility and capital needs and future uses, maintenance and utilization. In addition, this action is addressing a project identified in the 2020/21 Capital Plan
