The following eHealth initiatives will advance our second priority and contribute to building an integrated eHealth framework.

1. Hospital Information System (HIS) Consolidation and Capability Advancement – Complete the implementation of all phases of the HIS Consolidation and Capability Advancement project, resulting in the Northwest having one consoli- dated and fully integrated HIS amongst all 13 hospitals - a first for any LHIN in the province. This includes having all hospitals in the Northwest fully utilizing Electronic Nursing Documentation, which allows clini-

cians, throughout the region, to view nursing and allied health clinical documentation. Completion of this initiative will position the Northwest to have a single integration point for interconnection with Ontario health care systems, reducing the cost and complexity of future connections. In addition, a fully shared HIS enables increased sharing of technology resources across the region.

2. cNEO/Health Information Access Layer (HIAL) – Participate in the implementation of the HIAL. As part of Ontario’s 2015 eHealth Blueprint, eHealth Ontario will create the Health Information Access Layer (HIAL), which is part of the Connecting Northern and Eastern Ontario (cNEO) initiative. This is part of the behind-the-scenes, computerized infrastructure that will provide the foundation for clinicians and organizations to exchange, in- tegrate and securely share clinical data, from multiple sources, across the care continuum. This will improve decision-making and patient care, increase system efficiencies, and reduce overall costs to the health system. 3. eHealth Shared Service Offering – Investigate the feasibility of establishing a regional eHealth service offering that

would allow health service providers to access skilled implementation resources without requiring recruit- ment and retention strategies for every project or initiative. Opportunities to govern and advance eHealth initiatives across the region, including adherence to the Personal Health Information Protection Act (PHIPA), and sharing of resources and training opportunities, will be beneficial. This will facilitate the increased adop- tion of eHealth systems and technologies and will increase system-wide efficiencies, which, in turn, will re- duce overall costs to the health care system.

4. Back-Office Integration Activities – Integrate and consolidate the number of duplicate back-office activities that are in-place across the region, so that common systems, processes and procedures are shared and leveraged throughout. This will increase system-wide efficiencies and reduce costs.

5. Document Management System – Implement a Document Management system with the regional Hospital Informa- tion System to control the production, storage, management and distribution of electronic documents. This software is often used to store documents related to registration, personnel management, and medical records. This will result in reduced duplication and increased efficiencies. This is in alignment with EMRAM Stage 4. 6. ONE Mail – Continue the deployments of ONE Mail to allow Ontario health care providers to securely send

personal health information, via email, between registered ONE Mail users. This enables sharing of patient information in a secure manner and facilitates improved care.

7. Provider Registry – Integrate with eHealth Ontario’s provincial Provider Registry. This registry will contain data about health care professionals and the institutions in which they work. The data will be used to verify the identities and qualifications of health care professionals, which is a requirement in order to be granted access to information. Use of a provider registry is in alignment with EMRAM Stage 3.

8. Project Management Office (PMO) – Further the adoption of project management and change management best prac- tices throughout the region to effectively manage projects to produce timely and on-budget completion of projects that deliver the expected benefits. This will result in improved use of system resources.

9. Wait Time Management System (WTMS) – Investigate the opportunity to fully implement a WTMS that will integrate with a patient management system to capture wait time information, and update this information to the provincial wait time system. This will streamline the wait time management process for regional surgical programs and emergency departments, and will improve care delivery and overall patient satisfaction. A shared management system will optimize the use of resources within our region, resulting in overall increased efficiencies and reduced costs, system-wide.

ordinate the appropriate level of care needed by each patient. Utilization management systems help improve patient flow, reduce the length of stays in hospitals, and eliminate barriers and delays in obtaining appropriate care. 11. Compliance with Provincial Technical Standards – Ensure, where and when appropriate and feasible, that eHealth imple-

mentations and clinical practices adhere to provincial technical standards. This will facilitate interoperability and integration of information with other systems.

PRIORITY 3: ADVANCE THE USE OF INNOVATIVE TECHNOLOGY SOLUTIONS TO IMPROVE ACCESS TO CARE

AND HEALTH OUTCOMES, RESULTING IN HEALTHIER PEOPLE

As the rate of change continues to increase and new technologies become available, the North West LHIN will harness the innovative uses of technology to improve access to care and overall patient health outcomes.

Desired Outcomes

Implementation of the initiatives, shown below, will move our region towards our desired future state, as envi- sioned in the following expected outcomes.
