OBJECTIVE To offer my demonstrated expertise in engineering maintenance operations and management to an organization that can benefit from the knowledge, skills, and abilities refined in a distinguished career as a military officer.

EXPERIENCE Have built a reputation as a manager who can be counted on to find innovative ways to reduce costs, increase productivity and efficiency, and ensure the timely completion of multiple complex and simultaneous projects as an engineering/ maintenance specialist in the U.S. Coast Guard:

ENGINEERING OFFICER. Boston, MA (2003-present). Contributed my expertise as the link between the senior engineering officer and the engineering department with additional responsibilities for managing a $750,000 annual operating budget and supervising 21 people. ENGINEERING DIVISION CHIEF. Portsmouth, NH (2000-03). Was honored with an achievement medal in recognition of “superior performance;” applied a high level of engineering knowledge, dedication, and managerial skills in support of a large operating complex with three stations, three cutters, and more than 20 small boats.

Brought about dramatic reductions in the number and severity of problems with various boats through a strong preventive maintenance program and superb technical knowledge.

Provided the leadership for several major projects including the installation and upgrading of unsafe and defective fire alarm systems, development of a new portable water system, and an exterior lighting and window replacement project.

Supervised 16 people and managed a $228,000 annual operating budget.

Selected to serve on numerous boards and committees, provided expertise to inspection teams, an awards board, human relations committee, and emergency conservation efforts.

Managed countless projects with minimum disruption of service and downtime including

engine testing and replacement of emergency generators and circuits.

Conducted pre-inspections of boats needing repair and prepared thorough checklists so that operational down time was limited when repairs were being completed.

Created a facilities maintenance division which allows industrial engineering to concentrate on large projects and allowed for faster response times for smaller projects. ASSISTANT ENGINEERING OFFICER. Vancouver, WA (1993-99). As second-in-command of a 25-person department with a $174,000 annual operating budget, oversaw the repair of maintenance of electrical, auxiliary, and main propulsion machinery.

Served as safety supervisor for the Engine Casualty Control Training Team which included scheduling and coordinating practice drills and creating training scenarios.

Was recognized as a “logistics expert” who could be counted on to develop sources and

locate hard-to-find parts so that critical time constraints could be met.

Singled out on one official evaluation for impeccable personal integrity, dealt with civilian contractors and explained things to them so that no improper actions would take place and while enforcing government regulations regarding contracting procedures, soliciting bits, and acting a Quality Assurance Inspector during contracts.

EDUCATION U.S. Coast Guard training included the following: Hazardous Waste Management Training Course, 2004 Engineering Administration, 2003

VT903M Maintenance and Overhaul, 2002

Dear Exact Name of Person: (or Dear Sir or Madam if answering a blind ad.)

I am faxing my resume as discussed in our recent conversation. I would appreciate it if you would put me in your resume file pool so I would receive consideration for any teams that you feel I qualify for. I am also sending a copy through the mail so that you will have it for anyone who is interested in reviewing it.

I appreciated the opportunity to talk with you briefly about how I could contribute to your organization as a member of a Disaster Assistance Response Team through my experience in supervising and managing technical teams, conducting operations in international settings, my strong language and analytical skills, and my experience in humanitarian efforts.

During my approximately ten years with the U.S. Army Special Forces I have been involved in numerous projects where my knowledge and skills placed me in advisory roles for engineering activities. My practical experience includes ten months in Bosnia performing assessments and disaster assistance as well as six months in Afghanistan and Iraq for disaster assistance. In addition to being stationed in France for three years with the Army, I lived and worked there as a civilian for two years — this gave me a real opportunity to immerse myself in the French language and culture.

As you will see from my enclosed resume, I am presently Supervisor — Engineering Operations for one of 20 teams which make up the U.S. Army’s only active Civil Affairs organization. While overseeing such projects as training local nationals to be construction foremen and then completing a 55-kilometer road repair project in Bosnia, I have become familiar with conducting assessments, making recommendations on required actions, and managing successful projects, one of the latest of which was revitalizing an education system.

I offer a broad range of knowledge and skills in such areas as medical first aid procedures, residential and commercial construction, irrigation systems and drainage, computer operations, electrical power generation and distribution, and air lift planning. My language skills include a working knowledge of Spanish and French. I have extensive training and experience in demolition and high explosives.

Thank you again for your time and I certainly appreciate your willingness to see that my resume is forwarded to the right people.

Sincerely yours, Caleb Richland
