Changes in Course Requirements: The modified Certificate emphasizes the study abroad experience with 6.0
Core units, whereas this provision was an Option in the original Certificate. Students can apply 6.0 units from their first- (or upper-)year program at the Bader International Study Centre (BISC), courses they have taken on exchange, or the study abroad experiences offered through Art History, Classics, Global Development Studies or Languages, Literatures and Cultures. The Option portion of the Certificate will require students to take a 3.0- unit language course and complete 6.0 units from the many cross-cultural courses in LLCU to develop the students’ global and intercultural awareness.

Degree Level Expectations and Learning Outcomes: The International Studies Certificate was first proposed
in 2000 to provide a new study option for students who wished to add an international component to their degree program. The program was based on existing Arts and Science courses and the same number of courses required for a minor concentration in a Bachelor of Arts degree program. In order to allow as many students as possible to participate in the program, it was proposed and approved by Senate as a certificate program, and therefore students enrolled in the BA, BAH, BSc, BScH as well as students from other faculties would be eligible to pursue this option, provided they met the requirements.
At the time, the Certificate was approved by Faculty Board and SCAD, Learning Outcomes were not implemented at the University. At that time, the goals of the programs were as follows:

context;
- Helps students enter a job market that increasingly crosses national, linguistic, and cultural boundaries; - Provides a complement to degree programs at Queen’s that already include interdisciplinary,
intercultural and international components;
- Meets the recommendation by the Report on Principles and Priorities (1996) “that Queen’s increase the number of opportunities for international study by Queen’s faculty and students”, as well as the goals identified by former Principal Leggett’s Leaders and Citizens for a Global Society (1998), that “we must expand the opportunities for our students…to study and work internationally and thus extend and enrich their experience and confidence.”;
- Increase the employment prospects of students by adding a component to degree programs that demonstrates to prospective employers that students are capable of adjusting to different linguistic and cultural environments (language learning and study abroad) and that they have an understanding of cross-cultural issues.
The revised Certificate will continue to support the original learning outcomes for the Certificate. The decreased number of course units needed to meet the Certificate requirements will allow greater access to this program for students from the sciences and from other faculties. Students can also complete the Certificate requirements in a shorter timeframe which should result in a higher success rate for attaining the Certificate upon graduation. In addition, the revised certificate aligns with the one of the key performance indicators outlined in the University’s Comprehensive International Plan – International at Home that is focused on providing students with the opportunity for a meaningful international educational experience while also being committed to tracking international learning outcomes through the QUQAP cyclical review process.

Admission: The eligibility requirements for the Certificate will remain unchanged. Any undergraduate student
enrolled full-time at Queen’s University who is in good academic standing (as defined by Faculty regulations) and meets the standard undergraduate admission requirements of Queen’s University can be admitted to the program. Currently, students enroll in the Certificate program by completing an on-line Student Profile
Registration form on the International Programs Office (IPO) website (http://www.queensu.ca/ipo/international- studies-certificate/eligibility-and-application). It is not possible to enroll in the Certificate using SOLUS at the present time.

portion of the Certificate, students will be taught by faculty from one of over a hundred partner institutions around the globe.
Budget: Current data provided by the Queen’s International Programs Office indicates that 123 students are
currently enrolled in the Certificate with an average intake over the past 14 years of 38 new students annually. Enrollment data also indicates that on average, 80% or 29 students complete the requirements annually prior to graduation.
Keeping in mind that the requirements to attain the Certificate will be modified from 30.0 units to 15.0 units, it is anticipated that these enrollment numbers will increase slightly starting in 2017. As a result, over the next 5 years, it is projected that enrollments will reach a steady state of 180 students through an annual intake of 60 students each year resulting in incremental FTE growth of 0.33 over 3 years (6 students in year 1, 12 in year 2 and a steady state of 18 students starting in year 3). It is also projected that students within the Faculty of Arts Science will account for 80% of all total enrollments while the remaining 20% will come from students registered in the School of Business and the Faculty of Engineering and Applied Science.
Keeping in mind that the Faculty’s new Certificate policy allows students to count up to 50% of the academic units required to complete this additional credential toward the requirements of both the Certificate and the
Last Revised: November 02, 2015 Page 6 of 8 students’ degree program (6.0 of the 15.0 required units), the proposed budget model accounts for each student enrolled in the Certificate completing 9.0 additional units in order to receive the Certificate.
Thus, based on these projections, it is projected that this enrollment growth will generate $38,000 in net new revenue staring in 2017 and will exceed $148,000 by 2021. For a complete breakdown of the budget, please see Appendix 5: Proposed Budget.
Staffing: The Certificate program is currently administered by one staff member in the International Programs
Office.
