The scope for the Systems Integrator (SI) engagement includes technical consulting

15

services in support of the AMI Field Test and Release 1 Activities. High level activities include

16

the integration of the DCA, development of the MDMS, and SCE core back office systems in

17

production or planned to be in production .e.g., MDMS, billing, vendor installation interfaces).

18

The SI will also:

19

• Lead the business process design work effort to identify and develop AMI

20

Release 1 business processes to support advanced metering capabilities;

21

• Lead the IT work effort for the scale testing and implementation of the MDMS

22

and DCA software applications with the respective vendors; and

23

• Support the work effort to validate meter and telecommunications vendor and

24

SCE processes and quality control in preparation and support of full deployment.

1. Systems Integrator Objectives

The SI objective is to provide consulting expertise in several key areas as

27

described in the following sections.

a) Program Management Organization (PMO) 1

The SI will support the PMO in a transitional capacity until SCE has

2

completed staffing. The PMO will be responsible for overall AMI Program Management, with

3

resources, experience, and tool recommendations. In addition to supporting the PMO in

4

transition, the SI will manage projects/activities for which it has delivery responsibility.

b) Business Process Design

The Business Process Design (BPD) work stream focuses on the business

7

process planning, scoping, analysis and documentation necessary to support the design, build,

8

test and implementation of the AMI Field Test and Release 1 of the AMI system and associated

9

processes within SCE organizations. The SI will work with SCE to complete the work products

10

and deliverables for this work stream, which will include: (1) Field Test deployment and meter

11

reading processes; (2) Meter-to-Cash process for customer billing using new AMI systems;

12

(3) Deployment Vendor Systems Integration and AMI System management and monitoring; and

13

(4) Process definition for AMI deployment and customer support. The SI will drive analysis,

14

definition and documentation of the processes listed above. Documents created will be delivered

15

to the AMI Information Technology, Deployment, Organizational Readiness, Training and

16

Testing teams for use in the design, build, test and implementation of system and process

17

changes required to support AMI functionality.

c) Data Center Aggregator Integration

The SI will provide consulting services to lead the implementation of the

20

DCA application and implementing the interfaces between DCA and MDMS. The infrastructure

21

for DCA includes determining the sizing and specifications for the physical platforms. The IT

22

architecture for DCA includes finalizing the application, data, and security components of the

23

architecture. The testing for DCA includes validating the scalability and performance

24

requirements of SCE by the software selected for DCA system and testing of interfaces between

25

DCA and MDMS developed and deployed by the SI. The SI is responsible for conducting

26

scalability and performance testing of the DCA application. The objective of the scalability

testing is to validate the vendor stated capabilities that would meet SCE requirements and the

objective of performance testing is to validate the technical capability for production usage.

d) Meter Data Management System

The MDMS implementation services provided by the SI are grouped into

4

(1) infrastructure; (2) IT Architecture and interfaces; and (3) testing. The infrastructure for

5

MDMS includes determining the sizing and specifications for the physical platforms. The IT

6

architecture and interfaces for MDMS include finalizing the application, data, and security

7

components of the architecture and specifying the interfaces between MDMS, DCA and SCE’s

8

Enterprise Service Bus (ESB). The testing for MDMS includes validating the scalability and

9

performance requirements of SCE by the software selected for MDMS system and testing of SI-

10

developed and deployed interfaces between MDMS and ESB. The objective of the scalability

11

testing is to validate the vendor stated capabilities that would meet SCE requirements. The

12

objective of performance testing is to validate the technical capability for production usage.

2. Systems Integrator Costs

3. Systems Integrator Cost Assumptions

A competitive solicitation was conducted in Phase I to identify, qualify and secure

2

the services of a System Integrator in support of Phase I planning functions. Part of that

3

procurement process was to establish pricing and terms that could, at SCE’s option, be used as a

4

basis for continuing system integration work in support of AMI Phase II activities as described

5

earlier in this volume.
