In the second round we are administering a revised version of the questionnaire and interviewing key informants. In the second round of the retention survey currently underway, we have requested electronic responses to the survey instrument and follow-up telephone interviews are being recorded. This part of the article will summarize the results in each section of the questionnaire.
The next question asked respondents to identify problems, difficulties, or threats to the integrity of digital materials with any of the above techniques. The last question in this section asked if there was any evaluative data on the efficacy of the conservation method/model used by each respondent. Six institutions do not own the copyright to the electronic form of the records, while the question did not apply to seven respondents.
Ownership of copyright rests with the creator, owner, or government, depending on the institution. The viability of digitized files is much more dependent on the expected life of the access system. The majority of executives we interviewed now collect financial data and plan to report.
18Jeff Rothenberg now advocates the use of the term "inherently digital" to characterize executable, dynamic and interactive materials. This question will be followed up as part of the second phase of the research interviews. At the time of these interviews, none of the respondents had yet gathered enough information to determine the categories of conservation costs or cost modeling protocols.
Only three of the projects/institutions indicated that they have policies in place; two others revise existing policies to include electronic records;. Two of the research projects indicated that policy development would result from their research. During round two of the conservation study, we will interview key informants/experts who can shed more light on policy issues.
As the institutions and projects progress, we expect to be able to collect hard data in rounds two and three of the survey. The second round of conservation research will focus on expanding our knowledge in several areas. It is as apt a description of electronic preservation as it is a description of the accidental publication of an enduring work of literature.
