The chair, vice-chair and members are appointed annually by the chair of the Metro Vancouver Council. For high-profile issues, the role of spokesperson rests with the Metro Vancouver Council Chair or Vice-Chair. That the MVRD Board approve the contribution agreement between the Metro Vancouver Regional District and the Pacific Parklands Foundation for a three-year term commencing on January 1, 2020 and ending on December 31, 2022 with annual contributions of and.
The Metro Vancouver Regional District (MVRD) currently has a three-year contribution agreement with the Pacific Parklands Foundation for $175,000 per year that expired at the end of 2019. Their vision was to help make Metro Vancouver's regional parks the best they could be.
After nearly two decades of operation, PPF continues to support this mission by raising funds, awarding grants and scholarships, building partnerships, and sharing the stories of our regional parks. This partnership between community volunteers and Metro Vancouver continues to create unique opportunities to improve our parks for the enjoyment of all. A large touring bus has been wrapped with images of our parks, wildlife and visitors, bringing the wonder of regional parks to the streets of Metro Vancouver and beyond.
PPF continues to raise funds for the Catching the Spirit Youth Society (CTS), which supports the tradition of free camping weekends for youth in Metro Vancouver Regional Parks. The George Ross Legacy Stewardship Program has received between in funding annually over the past three years for stewardship programs in regional parks. During each year of the term, on a mutually agreed upon date, the PPF will make a presentation to the MVRD Regional Parks Committee.
If the MVRD Board approves Alternative 1, status quo funding of $175,000 will be paid in 2020 under the provision for the PPF approved in the 2020 Regional Parks budget. Inflationary increases for the PPF will be included in the Regional Parks budget submissions for 2021 and 2022. The Fund's objectives are to: 1) ensure that the Regional Parks and Conservation Areas are protected and enhanced for the benefit of present and future generations;.

The foundation's vision is a healthy, dynamic regional park system, loved and supported by the community and protected and enhanced for future generations. The PPF has requested to receive and the MVRD has agreed to provide funds to the PPF for a purpose beneficial to the community or an aspect of the community; and. Section 263(1)(c) of the Local Government Act provides that the MVRD may provide assistance for the purpose of benefiting the community or any aspect of the community.

Disputes that cannot be resolved within ten (10) Business Days of receipt of the notification of the dispute, or such longer period as agreed at management level, will be referred to PPF's Chairman and MVRD's Chief Administrative Officer for resolution; and. c) If PPF's Chairman and MVRD's Chief Administrative Officer are unable to agree on a resolution of the dispute within ten (10) business days of the date on which the dispute was referred to them for resolution, or such longer period as they may agree, then either party may choose to have the dispute resolved by litigation in the proper judicial forum, unless PPF and MVRD have agreed in writing on some alternative means of resolving the dispute.

If approved, Metro Vancouver will retain ownership and continue to operate the western and eastern portions of Aldergrove Regional Park. As part of an agreement for the City of Abbotsford to withdraw from the MVRD Regional Parks Service, Metro Vancouver transferred all interests in the parks within the City of Abbotsford to the City of Abbotsford in May 2018, including the eastern portion or approximately 50%. of the City of Abbotsford, it was agreed that it should be owned and operated by a single local government.
At the November 1, 2019 MVRD board meeting, the following recommendation was approved: .. a) provide first, second and third readings to Metro Vancouver Regional District Regional Parks Service Amending Bylaw No and .. b) direct staff to seek approval to at least 2/3 of the participants to amend the service area to add an extraterritorial area to the regional park function, and then forward the Metro Vancouver Regional District Regional Parks Service Amendment By-law No. On December 19, 2019, Metro Vancouver was notified that the Inspector of Municipalities granted statutory approval of the Amendment By-law. With the consent of the participants in the service area and with the consent of the Inspector of Municipalities, the MVRD board may consider adopting the Amendment Regulation.
Metro Vancouver continues to operate the eastern portion of Aldergrove Regional Park under an interim operating agreement with the City of Abbotsford pending the completion of the land transfer process. The National Park and Recreation Association's annual conference is the premier annual meeting of the park and recreation community. The proposal from Duckworth Management included the support of Kwantlen First Nation's economic development corporation, Seyem' Qwantlen Business Group.
The revenues Metro Vancouver will receive for the full 10-year period of the agreement will be $300,000 and include opportunities to increase, based on Duckworth Management's total annual gross revenues. Staff provided 20 volunteer work parties in 13 of our regional parks over the course of the nine days. Metro Vancouver would like to thank all the volunteers who participated and for the continued support of the Pacific Parklands Foundation.
