Attached is a packet of information for the 2018 Speech Contest. Two of the pages: 2018 Chula

Vista Elementary School District Speech Contest Rules (states “Distribute to Parents”) and the

Media Release Authorization are to be sent home with the school’s first place winners for fourth,

fifth, sixth and middle school grades. Pages are in English and Spanish. Copy as needed.

RULES

• Speeches are to be three to five minutes in length. Five penalty points will be deducted for speeches under three minutes or over five minutes.

• Note cards are optional.

• An optional music stand for notes may be used. • No speech should be read verbatim.

• No props or costumes permitted.

• Speeches may be given in a language other than English; however three copies of the English version will be required.

**Adults may assist in brainstorming ideas, but should not generate or structure the student’s language.

SEMIFINALS DATES

• Semifinalists are to arrive at the School District (84 East J Street) by 1:00 p.m. on the designated semifinal competition date for each grade level:

o Fourth grade – February 28 o Fifth grade – March 1

o Sixth grade/Middle School – March 2

REGLAS

• Los discursos deben durar entre tres a cinco minutos. Se restarán cinco puntos si el

discurso dura menos de tres minutos o más de cinco minutos.

• Es opcional utilizar tarjetas con notas.

• Es opcional utilizar un atril para las notas.

• No se debe leer el discurso palabra por palabra.

• No se permiten accesorios ni disfraces.

• Los discursos pueden darse en idiomas que no sean el inglés; pero se deberá entregar tres

copias de la versión en inglés.

TIMELINE

:

October 2017 – February 8, 2018:

• Packets sent to schools by October 24, 2018.

• Schools make copies, as needed, of contest information for distribution to teachers, students, and parents. • Schools conduct their own Speech Contest for fourth, fifth, sixth-grade and middle school. First-place

winners from each grade level will advance to the District Speech Contest. • Copies of the rules for the District Speech Contest are sent home with qualifiers.

• Notify Instructional Technology and Media Services with the number of “Certificates of Participation” (

Limit

20 per school, you may make copies as needed).

• Notify ITMS with the number of 1st, 2nd, and 3rd place ribbons needed for each grade.

Arrival Information

The 2018 District Speech Contest will be held at the Chula Vista Elementary School District Education Services and Support Center, 84 East J Street, Room B and C, from 1:30 to 4:30 p.m. on the following dates:

Fourth Grade Semifinal Competition: Wednesday, February 28, 2018 Fifth Grade Semifinal Competition: Thursday, March 1, 2018

Sixth Grade and Middle School Grades Semifinal Competition: Friday, March 2, 2018 Fourth, Fifth, Sixth, and Middle School grades Final Competition: Monday, March 5, 2018

(Contestants should arrive at 1:00 p.m. to check in)

*Important Note: District-wide winners will be invited to present their speeches at a Board of Education meeting.

PRIZES:

School-Level Speech Contest:

• Ribbons for 1st, 2nd, and 3rd place winners at each grade level

• “Certificates of Participation” certificate for all others who competed in the contest.

District-Level Speech Contest:

• 1st place at each grade level receives a $200 cash award and a rosette ribbon, as well as a perpetual trophy to be kept at the winner’s school for a year.

• 2nd place at each grade level receives a $100 cash award and a rosette ribbon. • 3rd place at each grade level receives a $75 cash award and a rosette ribbon.

PROCEDURES & RULES

School Level Procedures

• Conduct Speech Contest and report the names of the grade-level winners to IT&MS by February 8, 2018. Names reported after this date will not be entered in the contest.

• Call Liz Ramos at ext.1553 or Jonalee Inzunza at ext.1554 for ribbons and total number of certificates (limit 20 per school) you may make copies as needed. Ribbons only for 1st, 2nd, and 3rd place winners for each grade level.

• Send 2018 Chula Vista Elementary School District Speech Contest Rules (enclosed) home with winners. Make copies as needed.

• Schools are encouraged to invite the parents to the school site competition.

District Level Procedures

• Contestants are to arrive at the District office by 1 p.m. on the designated date for each grade level.

• If speech is given in a language other than English, you must bring three copies (one for each judge) translated into English. First place winners from each grade level will be invited to present their speech to the Board of Education.

• The order of presentations will be determined by random selection on the day of the contest.

• Schools are encouraged to invite the parents to the district level competition

Contestants will be asked to introduce their family members and friends in attendance after the completion of speeches.

Rules (School Level & District Level)

• Each contestant will be judged on a fifty-point scale. A copy of the judges’ rating sheet is attached. • No props or costumes permitted.

• Note cards are optional, but no speech can be read verbatim.

• A music stand will be available on which the students may place their notes. This is also optional. • In case of a tie, the first tiebreaker will be Content (total points), then Poise/Delivery (total point). • Adults may assist in brainstorming ideas, but should not generate or structure the student’s language.

JUDGING CRITERIA

CONTENT

Speech Development is the way the speaker puts ideas together so the audience can understand them. The speech is structured around a purpose, and

this structure must include an opening, body and conclusion. A good speech immediately engages the audience’s attention and then moves forward

toward a significant conclusion. This development of the speech structure is supported by relevant examples and illustrations, facts and figures,

delivered with such smoothness that they blend into the framework of the speech to present the audience with a unified whole.

Effectiveness is measured in part by the audience’s reception of the speech, but a large part is your subjective judgement of how the speech came

across. You should ask yourself such questions as “Was I able to determine the speaker’s purpose?” “Did the speech relate directly to that purpose?”

“Was the audience’s interest held by the speaker?” “Was this speech subject appropriate for this particular audience?” “Did the speaker address the

issue?”

Speech Value justifies the act of speaking. The speaker has a responsibility to say something meaningful and original to the audience. The listeners

should feel the speaker has made a contribution to their thinking. The ideas should be important ones.

DELIVERY

Physical presentation of a speech carries part of the responsibility for effective communication. The speaker’s appearance should reinforce the

speech, whether profound, sad, humorous or instructional. Body language should support points through gestures, expressions and body positioning.

The speaker makes effective use of and stays within the designated speaking area.

Voice is the sound that carries the message. It should be flexible, moving from one pitch level to another for emphasis, and should have a variety of

rate and volume. A good voice can be clearly heard and the words easily understood.

Manner is the indirect revelation of the speaker’s real self as the speech is delivered. The speaker should speak with enthusiasm and assurance,

showing interest in the audience and confidence in their reactions.

LANGUAGE

Appropriateness of language refers to the choice of words that relate to the speech purpose and to the particular audience hearing the speech.

Language should promote clear understanding of thoughts and should fit the occasion precisely.

Correctness of language ensures that attention will be directed toward what the speaker says, not how it is said. Proper use of grammar and correct

pronunciation will show that the speaker is the master of the words being used.
