ESTADO SITUACIONAL DEL SISTEMA DE CONTABILIDAD EN LA TRANSFERENCIA DE GESTIÓN ADMINISTRATIVA DE LOS GOBIERNOS LOCALES DE LA PROVINCIA DE CANCHIS - 2018

Resumen
La presente tesis intitulada “Estado Situacional del Sistema de Contabilidad en la Transferencia de Gestión Administrativa de los Gobiernos Locales de la Provincia de Canchis-2018”. En donde se percibe que en el proceso de transferencia se ha cumplido parcialmente con las formalidades y plazos establecidos, por lo tanto no se garantiza una sucesión efectiva, eficiente y oportuna de gestión que permita facilitar a la autoridad entrante la continuidad de la prestación efectiva de los servicios públicos, situación que se ha dado debido a que las municipalidades no cuentan con la documentación e información contable dispuesta para su entrega.
La investigación tiene como objetivo determinar la situación del sistema de contabilidad en la transferencia de gestión administrativa de los gobiernos locales de la provincia de Canchis – 2018, sin hipótesis.
El trabajo de investigación es de tipo básica, con un enfoque cuantitativo, con un diseño no experimental, y de alcance descriptivo; la población y la muestra son las mismas y están representados por los Gerentes Municipales e Informes de Rendición de Cuentas y Transferencia de los 08 distritos de Provincia de Canchis. Las técnicas de recolección de datos han sido la entrevista y la revisión documentaria y los datos fueron ordenados y clasificados según nuestros instrumentos Guía de entrevista y guía de análisis documentario respectivamente, las cuales posteriormente fueron procesados y computarizados en Excel.
La Situación del Sistema de Contabilidad en la Transferencia de Gestión Administrativa de los gobiernos locales de la provincia de Canchis, se determina por el grado de cumplimiento en la presentación de la información en el proceso de transferencia
información presentada, tres municipalidades tienen observaciones en el rango de 5 a 50%;
en cuanto a la presentación de la documentación, cinco municipalidades han cumplido en un rango de 25 a 75%; tres municipalidades no han cumplido con presentar la información y documentación requerida.

Abstract

The research aims to determine the situation of the accounting system in the transfer of administrative management of local governments in the province of Canchis - 2018, without hypothesis.
The research work is of a basic type, with a quantitative approach, with a non- experimental design, and of descriptive scope; the population and the sample are the same and are represented by the Municipal Managers and Reports of Accountability and Transfer of the 08 districts of the Province of Canchis. The data collection techniques have been the interview and the documentary review and the data were sorted and classified according to our instruments Interview guide and documentary analysis guide respectively, which were subsequently processed and computerized in Excel.
The Situation of the Accounting System in the Administrative Management Transfer of the local governments of the province of Canchis, is determined by the degree of compliance in the presentation of the information in the transfer process, which shows that five municipalities have complied in a 68% to 86% range, of the information
presentation of the documentation, five municipalities have met in a range of 25 to 75%;
Three municipalities have failed to submit the required information and documentation.
