My academic training in the field of international relations has forced me to always keep an eye on what is happening on the world stage. Since this project is still a work in progress, I can't speak in the past about everything.
The social context
The only aspect that is really new is the size and speed of the changes. A trap is from within, from some people who, in a curious interpretation of the democratic principle, demand that the quality level be lowered so that the lower classes (who for economic reasons come to university with several deficiencies in their education) can have access to higher education (at best they would only get access to diplomas).
The Purposes of a University
Today, universities are immersed in a turbulent flow of ideas and initiatives and represent an essential tool for achieving people's goals5. It is funny to listen to those who demand that universities limit themselves as providers of employees to the needs of the labor market.
Quality education
These two simplistic options must be categorically rejected, because lowering quality levels so that the lowest social sectors receive degrees is completely deceiving people who have been promised knowledge but only given papers (certificates or diplomas) and limits university entrance only for them. who can pay the high costs that are created, apart from being an open injustice, it is an economic folly, because it closes a sector of the population the opportunity to contribute its talent to the whole society9. If we clarify the difference between social elitism and academic elitism, we see no contradiction in defending an elitist (academic) university for the masses, because it opens its doors to all young people, without setting the economy in motion. barriers and establishing the necessary mechanisms for raising the academic level of young people coming from deprived socio-economic sectors.
Dimensions and Physical Layout of the University
Physical dimensions such as the total surface area of the campus and the physical layout are often wrongly neglected. There are many ways to organize space when designing a college campus, and assigning function to a particular part of the campus need not be permanent.
Public and Private Universities
Furthermore, private universities usually do not invest in scientific and technological research or in cultural promotion. Although there are cases where private universities reach levels of excellence, as has happened in the United States, public universities remain the basic structure.
Free Universities and Paying Universities
Finally, in the aristocratic model (academically speaking) of university government that we favor, and in contrast to the exten-. To the previous one, we should add one last concern about the governance of the university.
A critical university?
It thus avoids the absurd caricature of the supporters of the ''critical university'', politically aligned. Finally, we must draw attention to the inevitable consequences that follow the politicization of the university.
Humanizing the technological university
But if you confuse a necessary academic elitism with social elitism, the university will become a powerful (perhaps the most powerful) instrument of the ruling classes. In general, students get excellent employment conditions and they return to university with a very different (and more realistic) idea of the professional world they seek to join.
The educational dimensions of the university
Thus, the chairs continue to position their pawns in the country's university chess game. The layout of the university campus contributes very significantly to a good physical condition.
Research
It must be said that it is also not good to leave research only to universities. Of course, the principle of academic freedom is complemented by the principle of freedom of research, which effectively means that an academic cannot be prohibited from researching in
Cultural Diffusion
As said before, cultural diffusion has many different dimensions depending on the dimension of the university. This is with the aim of promoting the students' initiative and sense of organisation.
The Promotion of Development
Today, the electronic media open up enormous opportunities for the universities to raise the cultural and professional level of the general population, and in the dissemination of culture, the university has a very important instrument for the transformation of society. They leave early in the morning and travel around the different villages of the Mixtec region.
Continuous Education and Professional Updating
It is possible to argue that the universities would be the most qualified to offer refresher courses because they appear to be a continuation of the professional formation received by the university. In any case, among the trivialization of the means of mass communication, the functions of continuous education and updating should be part of state programs, from the education and culture sector, to be integrated in a form of planning that organizes and promotes the cultural offer.
The University and Mass Media
The new information technology offers the university and all the people in general the possibility to spread their ideas, establish and maintain personal communication with the rest of the world or gain access to global markets, as a customer or supplier, at very low cost. For example, if someone in charge of any media causes the quality of the programming to deteriorate, it would be appropriate to warn him or if necessary to fire him.
University Administration
Also, when establishing the cost evaluation criteria per student, the quality of the teaching level should be taken into account. After considering the cost per university student above, the quality of the product must also be considered.
How to measure the quality of universities?
The focus on the supposed quality of the procedures has a serious consequence because it leads to uniformity (as opposed to diversification) of the university system, imposes an artificial process of convergence of the university models and hinders experimentation with new models that could have (or already offer) better results. The quality of a university's functioning should also come from results more than anything else.

The Bologna Process: A European debate with serious consequences
The fundamental milestones of the process are recorded in the following pre- and post-Bologna documents. You see a period of expectation, waiting for the results of the common European space.
Utopia
The enthusiastic way in which the people of Oaxaca embraced the idea of development through the creation of quality universities also contributed significantly to the consolidation of the state university system in Oaxaca. These are universities of limited dimensions located in depressed areas and created to serve as cultural instruments of transformation of the social environment.
The essential objectives of a utopian project
Three of the professors were on loan from the Madrid Polytechnic University for the preparatory course offered during the summer thanks to the efforts of its two vice-rectors, Manuel López Quero and Manuel Abejón, and the decision of the rector Rafael Portaencasa. The former due to the abundance of mineral resources in the state, which suggested the development of professionals dedicated to exploiting these r.
Principle Characteristics of this University Model
From the Universidad Tecnológica de la Mixteca to the Sistema de Universidades Estatales de Oaxaca
National Historical Mining Archives, granted by the Minister for the Economy of the Federal Government. The Mixteca Technology Park was built on university property, between the university and the city of Huajuapan.
Universidad del Mar
These data should be enough to explain the rationale of the Universidad del Mar in Oaxaca. The number of bachelor's degree programs offered grew, along with a corresponding number of professors, while a strict control over the expansion of the administrative and operational staff was maintained, as it was in the UTM.
The State Universities extend throughout the territory of Oaxaca
As with the other universities, a bookshop was opened in the city of Ixtlan in a building donated by the local municipality. UNCA also has external facilities, such as the university bookstore in the center of the city of Teotitlán de Flores Magón.
The model of administrative organization
Heads of departments and directors of research institutes, as well as heads of postgraduate divisions. The highest collegial body is the Academic Council, which consists of the Rector, Vice-Rectors, heads of departments and directors of institutes, the head of the postgraduate division, the other two senior professors from the highest category and the two students. who earned the highest grade point average last semester.
This is the same time requirement for students of the second SUNEO subsystem. This is inevitable, given the reduced size of the community, which makes the demand for education scarcely high.
The Future
Now we are in the process of formalizing the constitution of the Oaxaca State University System (SUNEO) in order to legally integrate the member universities. Each member university will have a Rector and the corresponding Academic Council, whose functions shall be defined by the General Statute of the System.
