REQUEST FOR PROPOSALS

Professional Planning and Transportation Consulting Services to design an implementation plan for an “on-demand” transit service pilot project and

prepare a micro-transit feasibility study for the Town of Truckee.

Proposal Due on January 10, 2022 by 4:00 PM PT

Introduction

The Town of Truckee (Town) is a small, incorporated mountain town of approximately 16,000 full time residents; however, the Town and surrounding Lake Tahoe region experience significant levels of seasonal visitation. The Town’s transportation related goals and strategies are those that are focused on maximizing the efficiency of the transportation system through the utilization of mass transit, active transportation, and programs and strategies that reduce single occupancy vehicles and vehicle trips. Essentially the goal is to “move people, not cars!”

Consultant should recognize and note that the Town has a very limited road network, defined growth boundary, and few commercial and population centers that should make this effort straightforward and efficient.

The primary objective of this study is to review public transit services located within the Town of Truckee, as well as regional connections as far south as Olympic Valley/Palisades Tahoe Resort and Northstar Resort, which are also provided by the Town. Specifically, the Town seeks to evaluate Microtransit services as well as costs associated with system initialization and long-term operations and sustainability. This evaluation would be focused on comparing the services specifically provided by the Town which are: the Truckee Local, Dial-a-Ride, and Night Service to/from Olympic Valley and Northstar resort centers. Additionally, the Town seeks to identify a near term “Pilot Project” to be implemented in the summer of 2022.

Examples of questions to be answered by this Feasibility Study and Pilot Project include, but are not limited to:

Can Microtransit provide safe, efficient, equitable access to areas AND populations currently underserved by Truckee TART?

Can Microtransit Zones be designed as a “first mile/last mile solution” to maximize the efficiency and productivity of existing fixed route services?

Can Microtransit replace existing traditional transit services such as Dial-a-Ride and Fixed route services?

Can the Dial-a-Ride service be restructured to serve both ADA and General Public needs more efficiently through app-based ride booking?

Can Microtransit reduce Vehicle Miles Traveled (VMT) and associated emissions per passenger vs. existing Truckee TART services?

Can Microtransit provide equal or better service to existing riders, specifically transit

dependent populations, while increasing attractiveness and associated ridership

amongst non-transit dependent “choice riders?”

Can this service be safely provided by electric vehicle fleet(s) in Truckee’s operating environment?

It is anticipated that this pilot project will be provided through a vendor that provides all vehicles, drivers, as well as technology. It is possible that a transit consultant could propose in partnership with a Microtransit provider; likewise, a Microtransit provider could submit as a “cradle to grave” vendor that provides planning AND Microtransit services.

Background

Reduced headways and neighborhood connections have been a long-standing public request reiterated to Town officials and are in alignment with the Town’s Short Range Transit Plan and Long-Range Transit Plan. Over recent years there has been an emerging practice of “on- demand” transit services, which utilizes smartphone applications, GPS vehicle tracking, and advanced dispatch software to provide rider-responsive mobility when and where it is needed.

The Town believes that an alternative transit service could benefit the region in a variety of ways beyond the traditional fixed-route system currently in place and wants to explore how this type of service can be implemented.

Elected officials, residents and businesses of the Town are eager to evaluate an alternative to traditional transit service due to the Town’s seasonal demand, constrained fiscal resources, and geographic layout and dispersed land use patterns. Existing Town service provides one (1) hour headways within the Town limits and hourly regional connections to Olympic Valley/Palisades Tahoe Resort by Placer County. Connections to Tahoe City, and Tahoma (CA) along the State Route 89 corridor are also provided by Placer County. Along the State Route 267 corridor, Placer County provides hourly connections to Northstar Resort, with regional connections to Kings Beach (CA), Crystal Bay and Incline Village, NV. During the winter months the Town provides nitght time service from the Town Depot to the Palisades and Northstar villages/.

Micro-transit services, as well as costs associated with system initialization and long-term operations for services currently provided by the Town, shall be evaluated for comparison purposes. Areas which are currently provided by the Town include: the Truckee Local, Dial-a- Ride, and Night Service to/from Olympic Valley and Northstar resort centers. Information contained in the adopted short- and long-range transportation plans shall be used as the basis for demand and cost analysis when comparing to Micro-transit scenarios.

The project would help meet several of the region's goals as outlined in the “2025 General Plan”

including Goal CIR-11: Enhance the existing bus and rail transit system in Truckee. This project would also help achieve critical transportation-related greenhouse gas reduction targets

identified in the adopted Climate Adaptation Plan and draft Climate Action Plan (Climate Planning) (2021). Lastly, several of the State’s Greenhouse Gas and associated VMT

reduction goals are directly associated with the Town’s goals to increase ridership. Microtransit

service poses a significant opportunity to assist in achieving both state and local goals.

Geography

The Town of Truckee is located in eastern Nevada County in the central Sierra Nevada range of California. and is bounded by Sierra County to the north, Placer County to the south, and Washoe County, Nevada to the east. A key element in the Town’s physical character is its abundance of undeveloped open space areas and natural features including Donner Lake in the western part of the Town, and the Truckee River, which drains from Lake Tahoe to the south to Pyramid Lake in Nevada. Several other important creeks and streams flow through Truckee, notably Trout Creek, Alder Creek, Cold Creek, Donner Creek and Martis Creek. Open space areas in the Town are numerous and encompass relatively flat alluvial areas in the eastern part of the town, and areas of steeper slopes and more varied terrain around Donner Lake, in the Tahoe Donner Area, and north of Interstate 80. The Town consists of approximately 33 square miles of land area and 164 miles of Town-maintained roadway. While the area experiences a four-season climate, the Sierra Nevada winters can be very harsh and long, resulting in an average annual snowfall of over 200 inches with significantly higher amounts in the passes and higher elevation neighborhoods.

The Town and surrounding area are traversed by three main highways: I‐80 running east‐west, SR 89 running north‐south, and SR 267 running northwest‐southeast from the junction of I‐80

in Truckee to the Placer County line. The main economic and population center in eastern Nevada County is the Town of Truckee. Situated in a broad valley at an elevation of 5,850 feet, Truckee serves as the lodging, tourist, and commercial center of the region, as well as a center for medical services and higher education. Other nearby communities include Kingvale, Soda Springs, and Floriston. Although winter and summer recreational opportunities abound in eastern Nevada County, Truckee also acts as a gateway community for the Tahoe Basin to the south and major ski resorts in Placer County. Additionally, Truckee is within a 35-minute drive of urban medical and commercial services in Reno and 100 miles northeast of Sacramento. As I‐80 passes through Truckee, most visitors to North Lake Tahoe must pass through Truckee to get to their final destination.

As such, mobility and access in the Town is closely tied to developments and activity centers in eastern Placer County such as the Northstar/Martis Valley and Palisades Tahoe/Alpine Meadows. The Donner Summit ski resorts of Boreal (Nevada County), Sugar Bowl and Royal Gorge/Serene Lakes (located just over the county border in Placer County) also impact transportation conditions in the Donner Summit portion of Eastern Nevada County.

Service Areas

This project will include two primary study areas:

1) The service area for the zonal pilot program will consist of one of more of Zones 1 – 3 as shown in Figure A. However, the final pilot project transit service area will be determined as a result of this project. It is imperative that this be identified and planned for implementation as to meet summer 2022 scheduled implementation.

2) The service area for the Truckee TART Micro-Transit Feasibility Study includes the entire

Town of Truckee and existing service area currently served by the Truckee Local Route

and Dial-a-ride, including complimentary ADA service.

Project Description and Overview

The Town is seeking proposals from qualified consultants to conduct two studies related to

“on-demand” Microtransit services:

1.

Develop an implementation plan for the Town for an “on-demand” transit service pilot project that will serve Zones 1, 2, and 3 (note a zone overlap is displayed to show where riders can make inter-zone transfers and is NOT an independent zone), generally defined by the boundaries shown in Figure A; and

2.

Conduct a Feasibility Study for the Town to determine whether a Microtransit system using vans or small buses with “on-demand” or fixed route transit services may complement or potentially replace existing fixed-route and/or Dial-a-Ride transit services in the Town. Provide sufficient detail regarding short and long-term costs to permit the Town to make informed decisions going forward. Show these costs in comparison to those contained in the adopted short- and long-range plans.

For purposes of this project, “on-demand” Microtransit services are defined as flexible, user- requested transit services with small vans or buses, which utilize smartphone applications, GPS vehicle tracking, and advanced dispatch software to provide rider-responsive mobility when and where it is needed.

The ideal consultant or consultant team shall be familiar with transit operations, administration and budgeting; identifying transit rider demand; determining transit service areas; developing transit service implementation plans; and have experience with, or are familiar with, on- demand transit services. This would include familiarity not only programs funded with Federal Transit Administration funds but also those funded through California’s Transportation Development Act as well as public/private partnerships. Special consideration will be given to firms that show a thorough understanding of the nuances and dynamics of year-round resort communities their economies.

Project Management and Communication

Task A: Project Initiation and Management

A kick-off meeting with staff from Truckee and Placer County and selected consultant will be held at the commencement of the project to establish and agree upon communication protocols, roles & responsibilities, expectations, and to review background information for the projects.

Town staff will explain the expected deliverables, progress reports, and invoicing procedures.

Task B: Invoicing and Payment

Town staff will be in charge of issuing payment to the consultant as agreed to in the contract.

All invoices must be submitted via email and shall include all appropriate backup as well as a

“Progress Report” showing percentage of work complete, progress during invoicing period, issues/risks and associated resolutions and/or mitigation.

Monthly invoices accompanied by progress reports that summarize task progress and deliverables

On-Demand Pilot Project Transit Service – Phase 1

The purpose of Phase 1 is to develop an implementation plan for an “on-demand” pilot project transit service demonstration project. The project will focus on one or more of the generally defined zones shown on Figure 1. The transit service will connect residents to key employment, as well as social and recreation destination areas. The “pilot project” would be independent of the current services contracted by the Town and therefore it is assumed that a vendor/service provider would be required to provide all vehicles, drivers, and technology.

(Note – actual implementation of the pilot project would be a future phase pending review and approval by the Town Council. This MAY require a separate RFP, however, if a transportation planning consultant would like to team with a Microtransit provider, that is acceptable. Additionally, submittals by Microtransit providers that also provide planning and analysis services are also acceptable. The intent is to streamline the implementation of the Summer 2022 pilot project)

Task C: Service Area Planning

The consultant will be expected to identify a service area(s) informed by the initially defined zone(s) and implementation plan for providing on-demand transit services during summer of 2022. Activities will include evaluating existing conditions of potential Microtransit transit providers, determining necessary assets and human resources, creating operating plans, and developing an implementation budget.

1.

Existing Conditions

1.1. Work with the Town to identify key:

Employment, social and recreation destination centers; and

Residential areas, including transit-dependent populations.

Refine zones accordingly

1.2. Assist in identifying necessary transit capital assets and human resources (i.e.,

vehicles, drivers, dispatchers, technology, etc.).

1.3. Identify potential organizations or businesses willing to help market the service as well as

those that will be utilizing the service

2.

Service Area Planning

2.1. Develop a draft service area based on existing conditions and available resources.

2.2. Include details on transit schedule, hours of service, fare structure (fare free vs. fare),

the location of routes or stops (if applicable), and strategies to maximize coverage of the service area and use/availability of vehicles, etc.

2.3. Provide an opportunity for public input on the draft service area (example: a website

map where potential users can add ‘pins’ to service destinations) and refine the service area.

3.

Budgeting

3.1. Determine a budget for implementation of the service, including but not limited to:

Technology;

Capital startup (lease vs. purchase);

Operations and maintenance;

Insurance;

Driver training; and

Other relevant categories.

4.

Transit Service Provider Analysis

4.1. Assist the Town in determining transit provider requirements for purposes of service

contracting. Resources should consist of, but are not limited to, the following: vehicles, drivers, dispatchers, technology, maintenance personnel, insurance, DOT compliance, etc.

4.2. Determine performance standards such as cost per passenger, passenger per hour,

passenger per mile, cost per hour, cost per mile, VMT per passenger, GHG per passenger, on-time performance and response times, percentage of shared rides and potential incentives for meeting performance standards. Performance measures and metrics developed by project team and Consultant shall be able to be easily displayed and available to the public in a “front facing” dashboard format with staff having access to the back end of the system.

Task D: Software and Hardware Needs

The consultant will evaluate existing hardware and software capabilities of potential transit

providers, determine software and hardware needs to implement the project, identify

software/hardware gaps, and review and recommend potential software providers to meet

project needs.

1.1. Review Information Technology capabilities of existing transit provider(s), including:

1.1.1.

Computer systems;

1.1.2.

Phone system capabilities to handle dispatching software; and

1.1.3.

Transit vehicle capabilities.

2.

Software Provider Analysis

2.1. Assist the Town in determining the most appropriate “on-demand” software solution

for implementing the service. Potential needs include:

Dispatching;

App or web site ride requests;

Ability for advanced ride scheduling; and

Allowing for various payment options including (app, online account with credit/debit card, on-site credit/debit card, and/or cash).

2.2. Identify any hardware (i.e. phones, computers, servers, etc.) necessary to conduct

dispatching and coordinating of rides with the identified software.

Draft scope of work for procurement of software and hardware

Task E: Branding, Marketing, and Public Outreach

The consultant will be required to develop a “brand” for the demonstration project, as well as a marketing plan, and conduct appropriate public outreach (if necessary). Branding shall catch the attention of prospective riders, be easy to market and easy to connect with transit. The brand shall also be designed so that it can continue beyond the demonstration project and be easily expanded if the service is deemed viable. A marketing plan should consider how to “get the word out” regarding the service before it is implemented and throughout the duration of the project.

Assist in identifying potential “branding” for the service, including:

1.1. A name for the service;

1.2. Slogan that helps describe the purpose of the service; and 1.3. Appropriate logo and marketing graphics.

2.

Develop a marketing strategy for making the public aware of the new service before and during the project. Strategies should consider a variety of channels including, but not limited to: posters, decals, flyers, a website, social media, newspaper ads, and/or commercials.

3.

Identify materials and potential incentives for businesses and social organizations to share with employees.

4.

Determine marketing costs and develop an appropriate budget based on available resources.

Task F: Recommendations Report

The consultant shall prepare a final report that summarizes all project activities in Tasks C-E and presents a set of recommendations for implementing a demonstration project. Consultant shall provide a draft report for review by the Town and Placer County and make revisions based on Town and County feedback. A final draft report will be provided to the Town for final review and any final edits before presenting the report to the Town Council. This report shall be able to be easily and clearly integrated and/or attached to an RFP should this service require solicitation.

The intent of the proposed work for the Town will be to provide alternatives to the current transit services in an on-demand or fixed-route transit setting. Data regarding existing ridership needs, including destinations, would be part of assessing rider’s needs and then determining the best method of Microtransit service delivery. The project should consider costs associated with system initialization, potential integration with Placer County, and long-term operational costs, including the use of electric vans or buses.

The Town’s goal is to receive enough data to be able to make an informed decision concerning the future use of its transit dollars in the best interest of residents, visitors, and employees, including commuters. Project outcomes include a report summarizing resident and business commuter needs, data collection and analysis, and an evaluation of the costs of proposed alternative micro transit services, including operations and administration of the system.

Task G: Data Collection

1.

Assemble existing applicable transit ridership data, including data from the most recent Long- and Short-Range Transit Plan, those related to Placer and Nevada counties, Unmet Transit Needs, TDA audits, and other applicable resources so as not to repeat previous efforts.

2.

Identify data gaps and develop a plan for filling essential gaps.

3.

Evaluate existing models and best practices of micro-transit service delivery and apply to the local context of the Town.

4.

Develop service options based on graduated budget assumptions, costs, and resources (funding and capital) available.

5.

Select preferred option in consultation with the community, Placer County, and Nevada County, and other community partners/stakeholders.

6.

Provide detailed outline of capital, operation, and other costs required to fund the project through existing revenues, public/private partnerships, and prospective state and federal grant opportunities.

7.

Provide all data/metadata files and technical memo.

Task I: Public Meetings in Truckee

The consultant shall lead the meetings referenced below, including preparation of all materials, meeting notes, and necessary follow up.

1.

Initial kick-off meeting to meet with transit riders and potential riders in Truckee. The meeting is to include a presentation of facts concerning micro transit options, information gathered to date and a survey of local residents. The meeting will include interactions with riders and other interested parties concerning potential options and ramifications of each option.

2.

Post Report Meeting to present recommendations; Collect and assess comments on recommendations

3.

Town Council meeting to present recommendations

Task J: Recommendations

Submission Requirements

All responses to the RFP shall include the following information:

1.

Cover Letter – A letter of interest for the project.

2.

Scope of Work – Provide a detailed scope of work based on the work plan provided above, broken down by task. Describe the approach to the project and proposed methodology including:

a.

A detailed scope of work with associated list of tasks broken down by task and team member,

b.

Description of the proposed deliverables.

The consultant may also propose additional supplemental items to the scope of work. The consultant is encouraged to propose new/creative approaches to this project, especially teaming and partnering opportunities, to streamline implementation of the summer 2022 pilot project.

3.

Proposed Schedule – Provide a schedule that includes completion of work tasks and deliverables including key meetings and complies with the timeframe provided above for both the pilot project and the feasibility study.

4.

Project Budget – Provide a detailed budget broken down by task and team member.

Include overhead and hourly rates for the individuals involved.

5.

Qualifications and Staffing – Provide a qualifications profile of the lead consultant and sub-consultants, including indication of the lead consultant, the role of each consultant on the team with organizational staffing chart and percentage of time devoted to the project by each consultant. Also, provide detailed information on each consultant, including contact information, the name of the firm, year established, including a description of relevant experience on similar projects for each firm and listing of their individual work experience in this role on similar projects

6.

References – A minimum of three (3) professional references for whom a similar project has been completed within the last five (5) years.

7.

Page Limit – The proposal, encompassing items 1-6 above, shall not exceed 10 double- sided pages (20 total pages) NOT including cover letter, table of

contents, project lists, and contacts.

All information submitted becomes property of the Town of Truckee upon submission. The Town

of Truckee reserves the right to issue supplemental information or guidelines relating to the RFP

as well as make modifications to the RFP or withdraw the RFP. Once submitted, the consultant

team (including specific staff assigned to the project) may not be changed without written notice

Microtransit Pilot Project and Feasibility Study to and consent of the Town. The cost of preparing, submitting and presenting a proposal is the sole expense of the consultant. The Town of Truckee reserves the right to reject any and all proposals received as a result of this solicitation, to negotiate with any qualified source, to waive any formality and any technicalities or to cancel the RPF in part or in its entirety if it is in the best interest of the Town. This solicitation of proposals in no way obligates the Town of Truckee to award a contract.

Proposal Selection Proposals will be reviewed by a selection committee comprised of local officials and representatives from Microtransit Working Group (WG). The WG will review and evaluate each proposal, based on the criteria below. Firms will then be ranked accordingly. The selection committee may interview the top three firms if it is deemed necessary in order to choose the highest qualified firm.

Proposal Evaluation

Respondents will be evaluated according to the following factors:

1. Consultant Team Qualifications (experience with similar projects; ability to work with municipalities and transit providers to attain desired outcomes, and knowledge of the topic) - 40%

2. Scope of work, fees, methodology and schedule – 30%

3. Proposal quality, completeness and clarity - 20%

4. Demonstration of thorough understanding of the Town’s geography and demographics, the

Town’s sustainability and mobility goals, and nuances of a resort economy – 10%

Final Consultant Selection

Following the selection process, one team will be selected to negotiate a final contract for services.

The final scope of work with specified deliverables may be modified through negotiation of the final contract. The final project team may also be modified through negotiation of the final contract. Any expenses resulting from the interview and proposal process will be the sole responsibility of the consultant.
