De acuerdo con el numeral 4.15.2.17.2 de los RAC, con el presente documento se aprueba la revisión No 19 de marzo 1 de 2021, del Manual de Equipo Mínimo “MEL”

ATR, 72-212A, de la empresa Avianca cuyo objeto se describe en la página “Highlights of Changes” del manual. Esta aprobación está basada en el EASA MMEL Revisión 7.0 de fecha diciembre de 2020 y aplica únicamente para el equipo de vuelo descrito en la página No 10 del manual MEL aquí indicado.

Este documento deberá ir anexo al MEL, a continuación de la portada.

Esta aprobación podrá ser revocada en cualquier momento por la UAEAC, si se llegare a demostrar incumplimiento por parte del operador.

Las paginas efectivas están aprobadas con nuestra firma.

Orden de Prioridad: si se presenta conflicto entre lo descrito en este manual y lo establecido en los RAC, prima lo establecido en los RAC.

INTRODUCTION

This Minimum Equipment List Manual has been prepared in accordance with the Manufacturer MMEL and reflects the items applicable to ATR 72-212 A Avianca Fleet only to facilitate the MEL consult and deferring process and renumbering individual items within an ATA category to provide proper continuity. This manual explains the policies, techniques and procedures applicable to the Airline. The Airline operates within the approved Limitations, Operations Specifications, Regulations or any other Requirement that the Civil Aviation Authority deems convenient.

Every aircraft listed in the Limitations and Operations Specifications will be operated according to the specifications and/or requirements described in Airworthiness Certificate, Flight Manual and its Type Certificate and the MEL. The Airline will permit that the inspectors of the Aeronautical Authority audit the inspection system, records and general capacity at any time, as required. If the Aeronautical Authority requests it, the Airline will produce in a timely manner all the documents and requirements requested.

It is the responsibility of the Engineering Director Manager to ensure that all the information contained in this manual is correct and up to date. The responsible party for the quality in the distribution process and availability of volumes of the Minimum Equipment List Manual is the Technical Publications Chief, monitored by the Quality Assurance Department according to the procedures established in this manual.

The procedures and instructions in this manual are based in the latest technical information. These have been established in order to plan and carry out commercial flights according to the policies of the Company. The Airline guarantees that all the assigned personnel or the one who has a direct participation in the ground and flight operations, is properly instructed, has demonstrated their capacity in the company policies and procedures, in order to maintain the highest degree of safety.

MEL Temporary Revisions Policy

To expedite a revision requiring immediate implementation due to Aeronautical Authority (Airworthiness Directive or regulations), operational variations, policy changes or other related requirements, a temporary revision will be issued. The temporary revision shall be issued on yellow paper and recorded on a temporary revision list (refer to Temporary Revision List page to procedure details). All temporary revisions issued shall be included in the next MEL revision.

All temporary revisions will be approved by the Avianca Quality Director and issued as a supplement to the approved MEL and the TR copy will send to UAEAC via e-mail. The temporary ATR 72-212A MEL revisions will be published by the Technical Publication Department to all manual holders. The temporary MEL revision will only be issued in the following cases:

1. Aircraft configuration mistakes.

2. Typographical error.

3. More restrictive requirement or changes from Manufacturer or Aeronautical Authority (Airworthiness Directive or regulations) related to (O) or (M) procedures.

4. SB incorporations that affects the MEL applicability.

DEFINITIONS AND HOW TO USE THIS MANUAL

1. As required by regulation: Means that the listed item of equipment is subject to provisos (restrictive or permissive) expressed in the applicable legislation (e.g. regulation Air operations, Single European Sky legislation or the applicable airspace requirements). When the equipment is not required, it may be inoperative for the time specified by its rectification interval category.

2. Calendar days: Some MEL items are assigned a time interval in “days” in REMARKS “Days” must be considered as “calendar days”, not including the calendar day that the failure was recorded.

3. Cargo Configuration: Refers to cargo operations when aircraft is operated with an ATR cargo installation. In case of STC (Supplemental Type Certificate) installation, operator shall adapt its MEL with STC supplement.

4. Considered Inoperative: Must be treated as “inoperative”. Therefore the “considered inoperative” MEL item must also be recorded in the Technical log and the associated dispatch exceptions must be applied, in addition to any applicable (o) and (m) procedure. The shorter rectification interval, between the initial inoperative item and the “considered inoperative” item, should be applied.

5. Dash (-). Indicates a variable number (quantity) of the instrument and equipment items may be installed or required for dispatch. This is common when a fleet MEL is used since aircraft of the same make and model may have differing numbers of specific instrument and/or equipment items installed.

6. Day of discovery: The calendar day that the failure has been recorded in the aircraft maintenance record/logbook.

7. ETOPS: Refers to operation according to “Extended Range operations of twin engine airplane requirements. ETOPS restrictions in this manual are applicable to ETOPS certified aircraft; Refer to AFM.

8. Extended overwater flight: A Flight operated over water at a distance of more than 93 Km (50 NM) or 30 minutes at normal cruising speed, whichever is the lesser, away from land suitable for making an emergency landing (refer to OACI Annex 6 parts II).

9. Ferry Flight: Non-revenue flight with necessary flight crewmember to conduct a ferry flight.

10. Flight: Is defined as the period of time that begins the moment at which an aircraft begins to move by its own means in preparation for take-off, continues during take-off and the applicable flight phases, and ends when the aircraft lands and comes to a complete stop in its parking area.

11. Flight Day: A flight-day is a 24-hour period based on local time (Bogotá, Colombia Time), during which at least one flight is initiated for the affected aircraft.

12. Icing conditions: Visible moisture in any form is present, and OAT on ground and for take-off is at or below 5°C or when TAT in flight is at or below 7 °C. Refer to the AFM-LIM-04-04 ICING CONDITIONS.

13. Inflammable or Combustible material: Material that can catch fire and burn. Where loading of inflammable or combustible material is prohibited, no material may be loaded except the following:

Cargo handling equipment, flyaway kits (excluding e.g. cans of hydraulic fluid, cleaning solvents, batteries, chemical generators, etc) and in-flight service material (return catering-only closed catering trolleys/boxes, no newspaper, no alcohol or duty free goods).

14. Inoperative: Any time a system and/or component malfunctions to the extent that it does not accomplish its intended purpose and/or is not consistently functioning within its designed operating limit(s) or tolerance(s).

15. Intended flight route: The intended flight route corresponds to any point on the route including diversions to reach alternate airports / aerodromes required to be selected by the applicable regulations.

16. Maintenance Procedures: Task mark (M) in column 5 identifies a maintenance procedure. These procedures are normally carried out by maintenance personnel, but some elementary maintenance tasks may be accomplished by crew members. Flight crew can accomplish some of these elementary (m) procedures, but it remains the responsibility of the operator and under its national authority approval.

However, it is recommended that maintenance personnel accomplish procedures that require specialized knowledge, skills, or the use of tools and test equipment. The maintenance procedures should normally be performed once prior to the first flight under the associated item and, if applicable, must be repeated at the interval.

NOTE: During every corrective action to close DMIs, the required maintenance actions (M) must be consulted in applicable MEL or Maintenance Manual. These maintenance actions must be brought back by returning the affected systems to their normal, original condition and an entry of this procedure must be also included as part of the corrective action.

NOTE: All maintenance procedure has the JIC to MP cross reference. This is for a better transition to standard publication (S1000D) advanced by ATR and will show as follows: “JIC 36-11-63-DEA-10000 / MP ATR-A-36-11-60-01ZZZ-560Z-A” -JIC is the old reference; MP is the new reference-.

17. Operational Procedures: Task mark (O) in column 5 identifies an operational procedure when operating with the associated inoperative item. Operational procedures may require crew actions, limitations, performance penalties or crew awareness information to be taken into account. These procedures are normally carried out by qualified flight or cabin crew. However the flight crew must always be informed of the applicable operational procedure prior to each flight under associated MEL item. When flight situation occurs the operational procedures must always be applied under the associated item (unless its periodicity of application is clearly specified in Column 5).

18. Operative. An operative system and/or component will accomplish its intended purpose and is consistently functioning normally within its design operating limit(s) and tolerance(s). When a MEL item specifies that an item of equipment must be operative, it does not mean that it’s operational status must be verified; it’s to be considered operative unless reported or known to be malfunctioning. When a MEL item specifies that an item of equipment must be verified operative, it means that it must be checked and confirmed operative at the interval(s) specified for that MEL item. When a MEL item specifies that an item of equipment must be verified but no interval is specified, verification is required only at the time of deferral. Other terminology sometimes used interchangeably with “operative” within the MEL is “operates normally”, “fully operative”, and

“considered operative”.

19. Placarding. Each inoperative instrument or equipment item must be placarded to inform and remind the crewmembers and maintenance personnel of the item condition. To the extent practical, placards should be located adjacent to the control or indicator for the item affected; however, unless otherwise specified (i.e.

AFM), placard wording and location is establish in each item MEL (as applicable). This placarding procedure is developed in accordance with (but not limited to) the asterisk “*” requirements in remarks or conditions column of MEL and airline’s experience.

20. “Reglamento Aeronáutico Colombiano” (RAC). Means the applicable portions of the Unidad Administrativa Especial de la Aeronáutica Civil (Autoridad Aeronáutica Colombiana)

21. Repair Category: All users of a MEL approved under part 129 must effect repairs of inoperative instrument and equipment items, deferred in accordance with the MEL, at or prior to the repair times established by the following letter designators:

A. Repair Category A: This category item must be repaired within the time interval specified in the

“Remarks or Exceptions” column of the aircraft operator’s approved MEL. For time intervals specified in

“calendar days” or “flight days”, the day the malfunction was recorded in the aircraft maintenance record/logbook is excluded. For all other time intervals (i.e., flights, flight legs, cycles, hours, etc.), repair tracking begins at the point when the malfunction is deferred in accordance with the operator’s approved MEL.

B. Repair Category B: This category item must be repaired within 3 consecutive calendar-days (72 hours) excluding the day the malfunction was recorded in the aircraft maintenance record/logbook. For example, if it were recorded at 10 a.m. on January 26th, the 3-day interval would begin at midnight the 26th and end at midnight the 29th.

C. Repair Category C: This category item must be repaired within 10 consecutive calendar-days (240 hours) excluding the day the malfunction was recorded in the aircraft maintenance record/logbook. For example, if it were recorded at 10 a.m. on January 26th, the 10-day interval would begin at midnight the 26th and end at midnight February 5th.

D. Repair Category D: This category item must be repaired within 120 consecutive calendar-days (2880 hours) excluding the day the malfunction was recorded in the aircraft maintenance record/logbook.

22. System Definition: The ATA system page is divided into four (5) columns and contains: Item; Category;

Quantity Installed; Quantity Required for Dispatch; and Remarks or Exceptions. Standard ATA categories are used. Items are numbered sequentially.

C. Column 3 – Quantity Installed: This column depicts the number (quantity) of instrument and equipment items normally installed in the aircraft. This number represents the aircraft configuration considered in developing this MEL. Should the number be a variable (e.g., fleet configuration differences, cockpit lighting items, cabin lighting items, cargo restraint components) a number is not required and the “-” symbol is used D. Column 4 – Quantity Required for Dispatch: This column depicts the minimum number (quantity) of

instrument and equipment items required for operation provided the conditions specified in the “Remarks or Exceptions” column are met.

Note 1: When an item MEL has no category and the quantity installed is same than quantity required for dispatch, the item MEL is considered as No Go item.

Note 2: When an item MEL has category and the quantity installed is same than quantity required for dispatch is considered an item MEL degraded.

E. Column 5 - Remarks or Exceptions: This column include a statement(s) either prohibiting or permitting operation with a specific number of instrument and equipment items inoperative, provisos (conditions and limitations) for such operation, and appropriate notes.

F. Provisos: Provisos are indicated by a number or a lower case letter in “Remarks or Exceptions”. Provisos are conditions or limitations that must be complied with for operation with the listed instrument or equipment item inoperative.

G. Notes: Notes provide additional information for crewmember or maintenance consideration. Notes are used to identify applicable material, which is intended to assist with compliance, but do not relieve the aircraft operator of the responsibility for compliance with all applicable requirements. Additional notes may be amended, deleted, or added to the MEL by the aircraft operator, as appropriate. Notes are not a part of the provisos.

H. Vertical Bar (change bar): A vertical bar (change bar) in the left margin indicates a change, addition or deletion in the adjacent text for the current revision of that page only. The change bar is dropped at the next revision of that page. This bar will not appear in the following revision at the same location as the bar only denotes changes done in the current revision of the manual not the previous ones. In addition, for the digital version of the manual these changes are also visualized in dark blue letter case for easy identification of the modified text.

23. VMC flight conditions: Atmospheric environment allows the flight to proceed under the Visual Meteorological Conditions applicable to the flight.

NEF (NON-ESSENTIAL EQUIPMENT AND FURNISHINGS)

The following information are based on the EASA regulations for Non-Safety Related Items (GM1 ORO.MLR.105(a)) and the MMEL.

Non-safety-related items include those items related to the convenience, comfort, or entertainment of the passengers and equipment that is used only on ground for maintenance purpose. If this non-safety-related equipment does not affect the airworthiness or operation of the aircraft when inoperative, it does not require a rectification interval, and need not be listed in the Avianca's MEL, if it is not addressed in the MMEL.

The Avianca’s NEF is controlled by the NEF Program.

Avianca stablish in the NEF Program a decision process to determine if this non-safety-related equipment are related to airworthiness and required for safe operation.

For inoperative installed equipment to be considered non-safety-related, the following criteria is considered:

1) The operation of the aircraft is not adversely affected such that standard operating procedures related to ground personnel, and crew members are impeded.

2) The condition of the aircraft is not adversely affected such that the safety of passengers and/or personnel is jeopardized.

3) The condition of the aircraft is configured to minimize the probability of a subsequent failure that may cause injury to passengers/personnel and/or cause damage to the aircraft.

4) The condition does not include the use of required emergency equipment and does not impact emergency procedures such that personnel could not perform them.
