Esto significa que el AR/VP es principalmente políticamente responsable ante el Consejo Europeo y el Presidente de la Comisión. También es responsable ante el Consejo de Asuntos Exteriores (que también preside) de la implementación de la PESC. Summary: Ten years have passed since the creation of the post of High Representative for Foreign Policy and Security, whose holder also acts as the Vice-Chairman of the Commission. For that we need a truly integrated foreign policy that combines the power of Member States acting together in the Council with all the policies managed by the Commission and the democratic legitimacy of Parliament.

Secondly, geopolitics starts at home, because we need coherence between internal and external policies. We must support rules-based multilateralism and promote our own approach, avoiding being caught between the two. But we have legitimate concerns about unilateral moves that go against decades of cooperative multilateralism.

Even if we become carbon neutral by 2050, the European Green Deal will have to help others move in the same direction. Climate change is also a driver of instability and migratory pressures that we will face at home and abroad. But we need a comprehensive strategy that integrates trade, investment and security with education, women's empowerment and mobility.

I intend to make full use of my right of initiative as High Representative attending European Council meetings and my role as Vice-President of the Commission to give real weight to our international action. We certainly need to spend better, with a clearer idea of ​​our strategic priorities and spend together, in joint projects.

Human rights clauses and their effective implementation are a necessary part of the EU's agreements with third countries. For ECR, MEP Anna Fotyga (PL) asked about his intentions to protect freedom of navigation (incl. Strait of Kerch, South China Sea, Gulf of Guinea) and the implementation of the external aspects of the EU's maritime strategy, with particular reference to Russia. The HR/VP candidate agreed with the importance of the Eastern Partnership policy, which was directed against no one, but in support of the EU's neighbors to strengthen their resilience in the interests of all.

He recalled the five guiding principles of EU-Russia policy, including constructive engagement, and called for measured and sustained action. The clear proof of this is the creation of NATO's advanced presence in the eastern part of the Alliance (Poland and the Baltic states). MEP Gahler (EPP, DE) asked if the designated HRVP would support a visit by MEPs to Cuba, where the EP decided the composition of the delegation, and if he would also demand free and democratic elections in Cuba, as the EU did in Ukraine and others places. The EU's disposal, namely to continue the implementation of the JCPOA or to promote the ratification of the CTBT. Borrell recalled that the EU defended a "two-state solution", the creation of a Palestinian state and the guarantee of the existence and security of the state of Israel. He made a credible commitment to work towards a more gender-balanced composition of the EEAS staff (i.e. 40% target in the proposed timeframe), and also advocated for the introduction of a gender perspective in the EU's diplomatic and military activities.

But to me it demonstrates that the EU "system" needs to be fit for purpose, to avoid duplication and bureaucratic routine, and to regain a sense of initiative and action. Ministers of Foreign Affairs, and not just the Rotating Presidency, can be tasked with acting as "chef de file" on specific issues. The EEAS and the Commission should systematically provide strategic documents with clear policy choices and consequences.

We can make better use of our network of EU delegations, which is one of the greatest advances of the Lisbon Treaty. The EU and its Member States have approximately 5 times more diplomats than the United States. But it is not clear to me that we are five times more influential than the US.

As incoming chairman of the FAC, I believe it is good that we sometimes have "orientation debates".
