Through the first four months of 2021, Metro Vancouver's capital expenditures linearly underperformed the prorated budget by approximately $361.5 million. Capital expenditure on housing at the end of April was $2.4 million, compared to a pro-rata Capital Cash Flow Budget of $16.4 million, with the majority of expenditure being residential redevelopment costs. Capital expenditure for regional parks was $3.0 million through the end of April, compared to a pro-rata Capital Cash Flow Budget of $7.7 million, with the majority of expenditure on parkland acquisition.

The majority of the spending is related to the Second Narrows Water Supply Tunnel project.

Due to the timing of the committee meeting, the results and balance sheet information cover a three-month period, from March to May. Metro Vancouver's overall returns will be further pushed down in the near term as a significant portion of the portfolio is held in short-term products and held in cash for liquidity. The period covered by the report varies depending on the time of the committee meeting.

The portfolio is currently heavily weighted in financial institutions, mainly in cash, due to the significant cash requirements of the capital program and limited short-term investment opportunities with comparable returns. Given the cash requirements of the capital program and the uncertainty in the market, Metro Vancouver's portfolio remains focused on short-term products with higher liquidity at this time. That the Performance and Audit Committee receives for information the report dated 24 June 2021 entitled "Tender/Contract Award Information - March 2021 to May 2021".

Appendix C

Supply and delivery of steel pipe for the 2020 water utility construction projects for the Greater Vancouver Water District. 01 is the result of awarding the temporary item - Fleetwood Reservoir Main Supply Pipe at a cost of $1,453,136. Change orders 1 and 2 were for the supply and delivery of test heads for each project.

01 is for archaeological inspection services and assessment of deposits found during monitoring of the Phase 2 soil improvement subgrade at Northwest Langley. 02 is the result of the second phase of archaeological inspection services and screening of archaeological deposits recovered from the site identified through monitoring of the Phase 2 ground improvement subgrade at Northwest Langley. Consulting engineering services for the design and construction management of the Coquitlam Transfer Station for the Greater Vancouver Sewerage & Drainage District.

As part of the approval process, the city required subdivision of the landfill to create. As a result, it was necessary to make the three properties independent by separating their civil services and to complete improvements to the United Boulevard frontage. 01 was the result of design changes necessary to complete design work that was more indicative of the scope at the time of the construction tender and for site contingencies including the removal and remediation of contaminated soil.

Various Metro Vancouver activities identified in 2021 have been included in the Aboriginal Relations budget. Aboriginal Relations staff facilitated a 45-minute training session on Metro Vancouver's incidental find management process for archaeological resources to 17 staff from Liquid Waste Services. Metro Vancouver and Katzie First Nation staff held a meeting to discuss the ongoing upgrade projects at the Northwest Langley Wastewater Treatment Plant.

Indigenous Relations staff facilitated a 45-minute training session on Metro Vancouver's Chance Find Management Procedure for archaeological resources to 8 Solid Waste Services staff. Metro Vancouver's CAO and Indigenous Relations staff hosted a special three-hour workshop on reconciliation for city managers in the region.

Aboriginal Relations staff facilitated a three-hour training session on building Aboriginal relations for 25 Metro Vancouver staff members. The draft Regional Parks Capital Plan was prepared based on guidance received at the Metro Vancouver Board's budget workshop on April 8, 2021.

Since that update, the project team has used modeling data to inform engagement in the draft Clean Air Plan and Climate Roadmap 2050. The results have helped inform the potential impact of actions under consideration in the Clean Air Plan. and the 2050 Climate Roadmap. This report provides key points of engagement in the draft clean air plan and summarizes the comments received.

The review found that Metro Vancouver operates one of the most extensive outdoor air quality monitoring networks in the world. This report conveys the findings and recommendations of the consultant's network review and recommendations for further improvements to Metro Vancouver's air quality monitoring network and capabilities. The Lower Fraser Valley Air Quality Monitoring Network consists of 31 stations that continuously monitor air contaminants in the airshed. The network supports both long-term goals set out in the draft Clean Air Plan by providing a world-leading monitoring network and providing data directly to Metro Vancouver residents on current air quality. In 2020, a consultant was commissioned to provide an assessment of the Lower Fraser Valley Air Quality Monitoring Network.
