T h i s marked t h e end o f t h e E l e c t r o n i c Data P r o c e s s i n g prog- ramme used t o p r o v i d e i n d e x e s t o t h e Prime M i n i s t e r s ' P a p e r s . I n J u n e , 1970, t h e Manuscript D i v i s i o n p a r t i c i p a t e d i n a t a s k f o r c e s t u d y t o d e v e l o p an EDP programme t o meet t h e c o n t i n u i n g i n f o r m a t i o n r e t r i e v a l needs o f t h e Archives and o f o t h e r government d e p a r t m e n t s . A programme h a s been w r i t t e n and t e s t e d , and h a s b e e n o p e r a t i o n a l s i n c e 1 A p r i l , 1971. Known a s Records Management Data Base, t h i s programme h a s t h e c a p a b i l i t i e s t o meet informa- t i o n r e t r i e v a l needs and t o p r o v i d e a r e c o r d s s c h e d u l i n g and f i l e c l a s s i - f i c a t i o n t o o l f o r r e c o r d s managers.

Manuscript ~ i v i s i o n , New Equipment: The T e c h n i c a l S e r v i c e s D i v i s i o n o f t h e A r c h i v e s h a s a c q u i r e d , on a t r i a l b a s i s , Computer Output Microfilm equipment. Computer o u t p u t m i c r o f i l m i s becoming a p o p u l a r method o f r e c o r d i n g and m a i n t a i n i n g d a t a produced by t h e computer. I n t h e p a s t , t h e computer produced reams o f p a p e r s , and t h e s t o r a g e , r e t r i e v a l , and maintenance of t h i s ever-growing r e c o r d c r e a t e d expense and d e l a y i n a n a l r e a d y e x p e n s i v e system. The Canadian c o n t r i b u t i o n t o t h e Bibliographic c a r t o g r a p h i q u e i n t e r - n a t i o n a l e f o r 1969, p r e p a r e d by t h e C a t a l o g u i n g U n i t , was d e s p a t c h e d t o P a r i s i n September. T h i s l i s t s t h e c u r r e n t map p r o d u c t i o n o f Canada, some 3 3 3 e n t r i e s d e s c r i b i n g 1,646 maps.

Over 200 o l d maps, p r i n t e d and m a n u s c r i p t , d a t i n g from t h e s i x t e e n t h c e n t u r y t o t h e e a r l y y e a r s o f t h i s c e n t u r y , were a c q u i r e d a s p a r t o f t h e b l o c k p u r c h a s e by t h e Government of Canada f o r t h e P u b l i c A r c h i v e s and t h e N a t i o n a l G a l l e r y o f t h e Coverdale C o l l e c t i o n from t h e Manoir R i c h e l i e u . On December 11 a t a b r i e f ceremony, D r . W i l f r e d I. Smith, Dominion Archi- v i s t , a c c e p t e d t h e f i r s t major a c q u i s i t i o n of t h e new N a t i o n a l A r c h i t e c t u r a l A r c h i v e s , n e a r l y 600 p h o t o g r a p h s and o t h e r i n f o r m a t i o n on t h e d e s i g n com- p e t i t i o n f o r t h e Toronto C i t y H a l l .

P i c t u r e ~ i v i s i o n : ~t c o u l d b e s a i d t h a t t h e year 1970 was c h a r a c t e r - i z e d by t h e a c q u i s i t i o n o f t h e Manoir R i c h e l i e u C o l l e c t i o n , one o f t h e o u t s t a n d i n g c o l l e c t i o n s o f Canadiana i n Canada. The s t a f f o f t h e D i v i s i o n was i n v o l v e d i n a l m o s t e v e r y s t a g e o f t h e n e g o t i a t i o n s which l e d t o i t s p u r c h a s e by t h e S e c r e t a r y o f S t a t e l a s t J u l y . I n c l u d e d were 2500 o i l

p a i n t i n g s , water c o l o u r s, drawings, l i t h o g r a p h s , e n g r a v i n g s and maps cov- e r i n g Canadian h i s t o r y up t o a b o u t 1867. A l i m i t e d number o f i t e m s o f e s t h e t i c m e r i t r e p r e s e n t i n g 12% o f t h e p u r c h a s i n g p r i c e w i l l e v e n t u a l l y b e t r a n s f e r r e d t o t h e N a t i o n a l G a l l e r y o f Canada. ~ u l l r e c o r d s o f t h e c o l l e c t i o n , however, a r e k e p t i n t h e D i v i s i o n . I t i s o u r hope t o o r g a n i z e e x h i b i t i o n s o f 100 p i c t u r e s o r s o t o t o u r g a l l e r i e s and museums a c r o s s t h e c o u n t r y w i t h i n t h e n e x t two y e a r s .

Many i m p o r t a n t a c q u i s i t i o n s were n e g o t i a t e d by t h e H i s t o r i c a l Photo- g r a p h s S e c t i o n ; namely, a c o l l e c t i o n of n e g a t i v e s from Alexandra S t u d i o s , Toronto; Expo ' 6 7 s t i l l photo c o l l e c t i o n from t h e N a t i o n a l F i l m Board;

t h e Duncan Cameron c o l l e c t i o n o f t h e C a p i t a l P r e s s L i m i t e d . E x h i b i t i o n and d i s p l a y a c t i v i t i e s were a major concern of t h i s S e c t i o n w i t h t h e open- i n g by H i s E x c e l l e n c y , t h e Governor G e n e r a l , on December 7 o f t h e P.A.C.'s f i r s t photo e x h i b i t , " R e f l e c t i o n s on a c a p i t a l " .

A programme f o r t h e s y s t e m a t i c a c q u i s i t i o n o f h i s t o r i c a l p h o t o g r a p h s was developed under t h e i n i t i a t i v e s o f M r . Andrew B i r r e l l , a member of t h e s t a f f . his i s a r a t h e r a g g r e s s i v e p o s i t i o n t a k e n by t h e P u b l i c A r c h i v e s f o r t h e p r e s e r v a t i o n o f a f o r g o t t e n s e c t i o n of our n a t i o n a l h e r i t a g e . T h i s w i l l i n v o l v e c o n t a c t i n g and v i s i t i n g t h e major newspapers a c r o s s t h e c o u n t r y , t h e b e s t known p h o t o g r a p h e r s and s t u d i o s , and t h e owners of o u t - s t a n d i n g c o l l e c t i o n s .

The D i v i s i o n i s p l e a s e d t o announce t h e appointment o f Michael B e l l a s Head of i t s P a i n t i n g s , Drawings and P r i n t s S e c t i o n . One o f h i s major p r o j e c t s i s t h e s e l e c t i o n o f w a t e r c o l o u r s from t h e S e c t i o n ' s c o l l e c t i o n f o r t h e C e n t e n n i a l e x h i b i t i o n which w i l l t a k e p l a c e e a r l y i n 1972. D r . Nedo Paveskovic was g r a n t e d l e a v e o f a b s e n c e f o r two y e a r s i n o r d e r t o assume t h e d u t i e s of Chief o f t h e R e g i s t r y , Records ~ e t i r e m e n t and M a i l i n g S e c t i o n , o f t h e U n i t e d N a t i o n s O f f i c e a t Geneva.

PROVINCIAL ARCHIVES : Records S e r v i c e s Branch: Advisory S e r v i c e s : I n 1970 t h e Records Management Programme r e a c h e d new h e i g h t s i n l e v e l s o f a c t i v i t y and i n proven economies by s u b s t a n t i a l l y e x c e e d i n g t h e h a l f - m i l l i o n d o l l a r s mark i n n e t s a v i n g s f o r t h e c a l e n d a r y e a r . Over 2,400 R e t e n t i o n S c h e d u l e s were approved by t h e Records Management committee, e a c h one b e i n g t h e p r o d u c t o f c l o s e l i a i s o n between a Branch A n a l y s t and t h e d e p a r t - m e n t a l Records O f f i c e r concerned. Some 36,000 c u b i c f e e t o f dead r e c o r d s were d e s t r o y e d . T h i s r e p r e s e n t s 600 t o n s o f p a p e r ; t h e e q u i v a l e n t o f 1 0 f i l l e d f r e i g h t c a r s .

S i g n i f i c a n t c o n t r i b u t i o n s were made d u r i n g t h e y e a r i n t e c h n o l o g y t e c h n i q u e s t h r o u g h p a r t i c i p a t i o n i n a Government-wide s t u d y o f m i c r o f i l m p r a c t i c e s , w h i l e a s i m i l a r s t u d y was commenced o n forms c o n t r o l .

Records C e n t r e : The Records C e n t r e i n M i s s i s s a u g a which o f f e r s Government a g e n c i e s s e c u r e s t o r a g e f a c i l i t i e s f o r t h e i r i n a c t i v e r e c o t d s and a f i r s t - r a t e r e f e r e n c e s e r v i c e took i n a f u r t h e r 22,446 c u b i c f e e t d u r i n g t h e c a l e n d a r y e a r . T h i s b r o u g h t t h e t o t a l h o l d i n g s t o 64,166 c u b i c f e e t which i s 76% o f t h e c e n t r e ' s c a p a c i t y .

During t h e y e a r , a C e r t i f i c a t e Course i n Records Manage- ment was developed and g i v e n t o 19 Records O f f i c e r s who p a r t i c i p a t e d o v e r a 3-week p e r i o d a t t h e S t a f f T r a i n i n g C e n t r e , B a r r i e . A d d i t i o n a l l y , regu- l a r l e c t u r i n g c o n t r i b u t i o n s were made on c o u r s e s o f f e r e d by t h e Department o f C i v i l S e r v i c e and, t h r o u g h t h e ' i n - h o u s e ' r e c o r d s f a m i l i a r i z a t i o n c o u r s e s a t o u r Branch h e a d q u a r t e r s .

Programme c o n t i n u i t y was enhanced t h r o u g h a s e r i e s o f r e g u l a r m e e t i n g s h e l d w i t h t h e 30 d e p a r t m e n t a l Records O f f i c e r s . T h i s t y p e o f open forum proved i n v a l u a b l e i n t h e i d e n t i f i c a t i o n o f common problems and t h e d e v e l - opment o f a dynamic and v i g o r o u s approach t o t h e o b j e c t i v e s o f t h e Records Management Programme.

Some 30,000 g e n e a l o g i c a l s u b j e c t c a r d s have been s e p a r a t e d and p l a c e d i n a d i s t i n c t c a t a l o g u e s e r i e s . T h i s s h o u l d a s s i s t t h e h i s t o r y g e n e r a l i s t who w i l l be l e s s impeded by t h e p r o l i f e r a t i o n o f name c a r d s i n t h e r e a d i n g room's g e n e r a l c a t a l o g u e s e r i e s ,

Miss J e s s i e Jackson, who f o r over 20 y e a r s was i n c h a r g e o f t h e r e a d i n g room, d i e d i n 1970 and w i l l b e g r e a t l y missed by t h e t h o u s a n d s o f r e s e a r c h e r s whom s h e s o c a p a b l y a s s i s t e d .

A p a r t from t h e a s s i s t a n c e g i v e n t o r e s e a r c h e r s working i n t h e Archives, some 1 , 9 0 0 m a i l e n q u i r i e s were answered by o u r s t a f f , some o f which i n v o l v e d v e r y e x t e n s i v e r e s e a r c h . I t may be o f i n t e r e s t t o n o t e t h a t some 68% o f t h e m a i l e n q u i r i e s o r i g i n a t e d i n O n t a r i o , 12% i n o t h e r p r o v i n c e s , 18% i n t h e U.S.A., and 2% from o t h e r c o u n t r i e s .

T h i s h a s p l a c e d a v e r y heavy burden o n t h e s m a l l s t a f f o f t h e Government Records S e c t i o n . Newspaper C o l l e c t i o n : While t h e A r c h i v e s i s n o t p r i m a r i l y a d e p o s i - t o r y f o r p r i n t e d m a t e r i a l , a n e x c e p t i o n i s made i n t h e c a s e o f e a r l y news- p a p e r s , p a r t i c u l a r l y t h o s e o f t h e 1 9 t h c e n t u r y and o u r Branch h a s one of t h e most comprehensive e x i s t i n g c o l l e c t i o n s o f t h i s P r o v i n c e ' s p a p e r s . During 1970, t h e t o t a l o f 56 a c c e s s i o n s comprised 167 d i f f e r e n t mastheads.

The f i r s t O n t a r i o H i s t o r i c a l S o c i e t y A r c h i v e s workshop was h e l d a t t h e Q u e e n ' s U n i v e r s i t y A r c h i v e s i n mid-November 1970. The workshop was o r g a n i z e d by I a n Wilson and t h e s t a f f o f t h e Q u e e n ' s A r c h i v e s a t t h e r e q u e s t o f t h e O n t a r i o H i s t o r i c a l S o c i e t y and i n r e s p o n s e t o t h e problems f a c e d by l o c a l h i s t o r i c a l s o c i e t i e s i n h a n d l i n g g i f t s o f s i g n i f i c a n t a r c h i v a l m a t e r i a l . Twenty-six r e p r e s e n t a t i v e s o f l o c a l s o c i e t i e s from a c r o s s t h e p r o v i n c e converged on K i n g s t o n f o r a busy day and a h a l f o f l e c t u r e s and d i s c u s s i o n s .

Those who a t t e n d e d were a most e n t h u s i a s t i c group and e n j o y e d t h e o p p o r t u n i t y t o look b e h i n d t h e s c e n e s a t a f u n c t i o n i n g r e p o s i t o r y .
