To provide the Liquid Waste Committee with the priorities and work plan for the year 2019. Complete the Iona Island WWTP project definition including the development of the indicative design for the new plant. The priorities in the 2019 work plan of the Liquid Waste Committee correspond with the 2018 Budget approved by the GVS&DD Board on October 26, 2018 and with the most important actions included in the 2019 Annual Work Plans.

Iona Island Wastewater Treatment Plant – Project Definition Update Liquid Waste Committee Regular Meeting Date: January 17, 2019 Page 3 of 3 The purpose of this report is to inform the GVS&DD Board of the liquid waste capital projects under its purview for 2019, as approved by the Board on Oct 26, 2018. For 2019, liquid waste capital projects account for approximately $564.8 million of the 2019 Metro Vancouver capital budget.

Greg Moore, former President of the Metro Vancouver Regional District, regarding the request to extend the Integrated Liquid Waste and Resource Management Plan (ILWRMP) comprehensive review cycle. Metro Vancouver's ILWRMP under the Environmental Management Act is central to ensuring that the joint management of municipal wastewater and stormwater discharges in local watersheds continues to be innovative and forward-looking in the management of British Columbia and Metro Vancouver.

When Ministry staff reviewed your request, I asked them to contact Metro Vancouver staff directly to discuss matters that could revitalize oversight of the existing plan and ensure the comprehensive plan review is successful set up. Peoples, public transparency on existing water quality issues and leadership on emerging issues such as microplastics and personal care products. I expect discussions with staff to continue in early 2019 and I hope to be able to make a decision on your extension request in the spring of 2019.

To seek Council approval to submit a request to the Minister for the Environment and Climate Change Strategy to extend the ILWRMP comprehensive review cycle.

Expanding the ILWRMP's comprehensive review cycle will allow review and update of the plan to be aligned with the results of key initiatives related to the Iona Island Wastewater Treatment Plant's secondary upgrades, sewer overflow management, and climate change measures. The ILWRMP is the liquid waste management plan for GVS&DD and its members. Liquid waste management plans are used in the Environmental Management Act for Complex Liquid Waste Systems to issue operating certificates for waste water treatment plants as well as to define actions for local authority liquid waste systems that align with the Department for the Environment and Climate Change Strategy's objectives.

Once approved by the Minister for the Environment and Climate Change Strategy, a Liquid Waste Management Plan becomes the regulatory instrument under the Environmental Management Act. Under Action 3.5.7 of the plan, Metro Vancouver and its members are currently required to undertake a comprehensive review of the plan every eight years. Extension of the Comprehensive Review Cycle - Integrated Liquid Waste Plan and Resource Management Plan Services Committee Regular Meeting: September 20, 2018 Page 2 of 3.

Updating the ILWRMP through comprehensive review can align with strategies and actions to address climate change challenges as identified in the Climate 2050 work being undertaken in 2019 and 2020. Report progress and status of ILWRMP implementation of Metro Vancouver members and GVS&DD every two years in the Ministry of Environment and Climate Change Strategy. That the GVS&DD Board request the Minister of Environment and Climate Change Strategy to extend the ILWRMP comprehensive review cycle from eight to ten years and direct staff to post notice of the request in newspapers and on the Metro Vancouver website.

That Council not request an extension of the ILWRMP's comprehensive review cycle and direct staff to undertake the comprehensive plan review beginning in 2019. The only financial and resource implications for these alternatives relate to the timing of the ILWRMP's comprehensive review and the allocation of staff and resources for the review. This will enable a better informed comprehensive review of the plan by allowing time to further advance key initiatives and align with their outcomes.
