Energy Efficiency Policies & Quality Infrastructure
What is the state of the art? – a glance
at the region
Challenges & Conclusions
How does quality infrastructure work?
Necessary elements
is one of the leading NMIs world-wide
is the most important national provider of metrological services
is a national authority under the auspices of the Federal Ministry of Economics and Technology (BMWi)
has a staff of approx. 2000 members
has an annual budget of 140 million €
has two sites: Braunschweig and Berlin
was founded in 1887
Regional Cooperation Project
Is part of the German Development agenda to support R3E in Latin America and the Caribbean
regional approach focused on Standards, Accreditation, and Metrology represented by regional organizations COPANT, IAAC and SIMQuality Infrastructure for Renewable Energy
Sources and Energy Efficiency (R3E)
Cooperation with OLADE, IRENA
Objective: develop and strengthen QI services for R3E

Weaknesses in Traceability of Measurements
Not all the countries have an assured traceability
chain of magnitudes which are necessary for
testing EHA
In the LAC region, in some magnitudes the
situation is especially difficult:
• Humidity
• Luminous Flux
• Pressure
• Fluid Flow
A regional traceability scheme has to be
developed
